31 Kitui MCAs move to impeach Speaker Kevin Kinengo over abuse of office and incompetence

Thirty-one members of the Kitui County Assembly (MCAs) have signed a petition of intention to impeach the embattled speaker, Kevin Kinengo, for alleged gross violation of the constitution, incompetence, and abuse of office.

The petition prepared by the Minority Party Whip and the Matinyani MCA Sylvester Kitheka Munyalo, alias Yaamu, was presented to the office of the acting clerk on Tuesday, September 23, 2025, received and duly stamped.

In the petition, Munyalo of the Narc Party accuses the speaker of abusing his authority by violating Article 73 (1) (a) of the constitution by installing his preferred assembly majority leader and whip against the will and wishes of the Wiper majority party, and various protests and challenges, and subsequent elections by party members.

The petitioner claims Kinengo has consistently refused to communicate the new changes of guard in the assembly to suit egocentric interests.

Munyalo says in his defence that the speaker has taken positions that are inimical to unity and the proper function of the House. He has abrogated his role as a neutral and impartial arbiter and thrust himself into the arena of disputants in matters where he should not have involved himself in the first place.

“His desire to look more powerful than his party leader has not only weakened his party but also negatively affected the normal operations of the House and service to the people of Kitui,” the MCAs’s petition read in part.

Munyalo said that in letting wrangles in the Assembly persist and getting actively involved, the speaker has demonstrated a clear lack of leadership, incompetence, and abuse of office.

The 31 MCAs who signed the petition indicated that their action was in line with Standing Order number 58 of the Kitui County Assembly, which gives them the power to impeach the speaker, as read together with the provisions of Section 11 of the County Governments Act.

At a previous plenary sitting, acrimony erupted in the House after the majority of ward representatives united in a move to tame Kinengo and compel him to reform and work more closely with them to develop the county for the people’s prosperity.
