
The Kwale County Government has launched a new digital Revenue Management System (RMS), aimed at transforming how residents and business owners access and pay for county services. The system is expected to streamline revenue collection, enhance transparency, and improve service delivery across the region.
Governor Fatuma Achani officially unveiled the system, emphasizing its role in modernizing county operations and reducing the burden on business owners. “For many years, businesspeople and landowners in Kwale had to travel long distances to the county headquarters to pay fees and obtain permits,” she said. “The new system now brings these services closer to the people.”
The RMS allows digital payment for various services, including business permits, parking fees, land rates, sand and mineral extraction licenses, and market stall rentals. Over 14,000 registered business owners can now make payments conveniently using Paybill number 338500.
“This system supports increased compliance, reduces revenue leakages, and strengthens our local economy by saving time and cutting travel costs,” Governor Achani noted.
The system has been fully integrated with sub-county offices in Matuga, Kinango, Samburu, and Lungalunga, ensuring wider access across the county. Users can access the platform by searching “Kwale Pay” on Google and following the “Kwale E-pay” link, explained Robert Nguma, the County ICT Officer.
Fauzia Mwaiwe, a revenue clerk, praised the efficiency of the new platform. “Traders no longer have to travel from remote areas like Shimba Hills and Lukore to make payments. The system allows them to track pending fees and download receipts online,” she said.
Local business owners have embraced the new system. Bakari Menza, a trader in Kwale, said, “I used to lose hours queuing at the county offices. Now, I handle everything from my phone.”
Other residents, including landowner Zuhura Mohammed and trader Binti Rashid, commended the county for embracing technology. “We thank Governor Achani for this innovation. Now, receipts are sent directly to your email, no more queues, no more stress,” Binti said.
The launch of the digital RMS marks a major step in Kwale’s push toward efficient, citizen-friendly governance.
