President William Ruto is set to unveil the long-awaited Report on the Evaluation of the Performance of Ministries, State Corporations, and Tertiary Institutions for the 2023/2024 Financial Year on Wednesday, June 11, 2025, at State House, Nairobi.
The report is the outcome of the Annual Performance Evaluation Exercise conducted by the Public Service Performance Management Unit under the Office of the Chief of Staff and Head of Public Service. The evaluation, in line with Kenya’s annual performance contracting framework, assessed the effectiveness and delivery of public services across various government institutions.
Between December 2024 and March 2025, a total of 451 Ministries, Departments, and Agencies (MDAs) were evaluated. These included 22 Ministries, as well as key offices such as State House, the Office of the Deputy President, the Office of the Attorney General & Department of Justice, and the Office of the Chief of Staff and Head of Public Service. Additionally, 266 State Corporations and 159 Tertiary Institutions were assessed for their performance against set targets.
Originally slated for release on May 8, 2025, the Performance Evaluation Report was postponed and will now be officially launched in a high-level event that underscores the government’s commitment to transparency and accountability.
The Head of Public Service, Felix Koskei, has issued formal invitations to a wide range of public sector stakeholders. Among those expected to attend are the Attorney General, Cabinet and Principal Secretaries, heads of State Corporations, university leadership, and heads of tertiary institutions.
“The evaluation and ranking process is a critical tool for ensuring transparency, accountability, and continuous improvement in public service delivery,” said Koskei, emphasizing the government’s dedication to measurable results.
The release of the report is anticipated to spotlight both top-performing institutions and those falling short, setting the tone for future reforms in public sector governance.
