Health CS Duale Launches Digital Health Services in Garissa Amid Fight Against HIV, GBV, and Teenage Pregnancies

Health Cabinet Secretary Aden Duale has launched Digital Health Services in Garissa County, marking a significant milestone in Kenya’s ongoing health sector reforms aimed at strengthening Universal Health Coverage (UHC).

Speaking during a visit to the county on Friday, CS Duale called on local communities to unite in the fight against the “Triple Threat” of new HIV infections, gender-based violence (GBV), and teenage pregnancies. He set 2027 as the target year for eradicating these pressing public health issues.

“Ending the triple threat is not just a government goal, it is a community responsibility,” said Duale. “We must work together to protect our young people and ensure access to quality healthcare.”

The launch coincides with a five-day free medical camp in Garissa, convened by the Administration Police Service in collaboration with the County Government. The camp offers general medical services, wellness check-ups, and health education aimed at expanding access to quality care in the region.

Kenya ranks seventh globally in HIV prevalence, with an estimated 1.4 million people living with the virus. Although 90 percent of these individuals are on treatment, new infections—especially among the youth—remain a concern. Last year, the Ministry of Health renewed its national campaign to curb GBV, reduce early and unintended pregnancies among adolescent girls, and strengthen HIV prevention among young populations.

As part of his visit, Duale also sensitized residents on the Taifa Care Model and the ongoing registration under the newly formed Social Health Authority (SHA), which aims to streamline healthcare access and financing.

The event was attended by Garissa Governor Nathif Jama, Senator Abdulkadir Haji, Director General for Health Dr. Patrick Amoth, SHA CEO Dr. Mercy Mwangangi, Deputy Inspector General of Police Gilbert Masengeli, and Acting CEO of the Digital Health Agency, Mr. Anthony Lenaiyara.

The Ministry believes the integration of digital health tools will significantly improve service delivery and data management across all levels of care, bringing Kenya closer to achieving inclusive and efficient health coverage for all.
