Chirchir: Controversial Poll Agent Now In Ruto’s Office

Social media has gone abuzz with the appointment of Former Cabinet Secretary Davis Chirchir as Ruto’s Chief of Staff.

The office of Deputy President William Ruto confirmed that he will take over as Chief of Staff on March 1, 2022. 

The former Secretary-General is well-versed in election strategy and information technology, having worked for the Kenya Post and Telecommunications Corporation and the Interim Independent Electoral Commission (IIEC), now known as the Independent Electoral and Boundaries Commission (IEBC). 

Chirchir was the IIEC’s Head of Information and Communication Technology. 

During the 2013 and 2017 presidential elections, Chirchir also served as President Uhuru Kenyatta’s chief agent. 

In 2017, Chirchir was part of Uhuru’s team that was accused of electoral cheating by former Prime Minister Raila Odinga.

Corruption

Chirchir was one of four Cabinet Secretaries who were dismissed of their jobs by President Kenyatta in 2015 in an effort to make a statement against government corruption.

Felix Koskei (Agriculture), Michael Kamau (Transport), and Kazungu Kambi were also fired at the time (Labour).

Chirchir was charged with bribery and influencing tender processes. The Ethics and Anti-Corruption Commission (EACC) has initiated an investigation into allegations Ksh90 million payments handed to a private entity tied to Kenya Power. 

He was also charged with interfering with tender processes for contracts worth Ksh56 billion.

The EACC requested that the Office of the Director of Public Prosecutions (ODPP) drop all charges due to a lack of evidence. 

Chirchir takes over for the late Ken Osinde, who died on December 10, 2021.
