Senator Moses Wetangula of Bungoma is agitating for a law that requires candidates for various elective positions to be mentally evaluated.
Kenya, according to Wetangula, has a majority of “visibly mad” people who, he claims, are elected and then use their power to throw the country into chaos by making dangerous judgments.
“People occupying offices of responsibility and making reckless inexplicable and bizarre decisions, these are mental patients. But because they are not tested they find their way through elections sometimes through appointments because when you apply for a job  there is no provision that you must produce a mental Fitness certificate.”
Wetangula made the address during the National Assembly’s discussion on the Mental Health (Amendment) Bill on Wednesday.
He bemoaned the fact that mental health concerns are on the rise in the country and called for immediate action.
Kenya currently lacks a legal requirement that people seeking elective positions be subjected to a mental test before being allowed to run.
The bill, supported by nominated Senator Sylvia Kasanga, aims to prevent mental disease and to provide for the care, treatment, and rehabilitation of people with mental illnesses, among other things.
