Embakasi East MP Babu Owino has emerged as the most preferred political figure to succeed the late ODM leader Raila Odinga as the dominant leader of the Luo community, according to a new end-of-year opinion poll by Infotrak research firm.

Respondents across the country identified the lawmaker who is also a gubernatorial aspirant in Nairobi as the leading choice among a list of potential successors.
The December 2025 survey shows that 33% of respondents identified Babu as the person most likely to emerge as the next Luo political kingpin and take up the mantle of Luo leadership following Raila Odinga’s demise late this year.
ODM party leader Oburu Odinga comes second with at 10% support, as Homa Bay Governor Gladys Wanga placed third with 7%.

James Orengo, the Siaya Governor garnered 4% support, with Energy CS Opiyo Wandayi and Interior PS Raymond Omollo each polling at 2%.

Treasury Cabinet Secretary John Mbadi, Kisumu Governor Prof Anyang’ Nyong’o, lawyer Miguna Miguna, Winnie Odinga and Migori Governor Ochilo Ayacko each recorded a 1%.
37% of respondents said that they were unsure who would succeed Raila, stating uncertainty within the community following Raila’s absence.
Infotrak stated that the findings are based on a nationally representative sample of 1,000 respondents drawn from all 47 counties and analyzed across regions, age groups and gender.
The report notes that the succession question was framed around perceived leadership and influence rather than formal party positions, reflecting how respondents view emerging power centres within Luo politics.
The report also indicates variations in preference when the data is analysed by region, age and gender, pointing to generational and demographic differences in how respondents view Luo political leadership.
Infotrak says the findings provide an early snapshot of public sentiment but notes that political dynamics remain fluid and could shift as the 2027 election cycle gathers momentum.
The findings come amid ongoing political realignments ahead of the 2027 General Election, with the absence of Raila Odinga continuing to reshape leadership dynamics within ODM strongholds and the broader national political landscape.
