Cabinet Nominee Wahome: Ministry needs Sh40bn, 5 years to digitise lands records

    Kenya’s ambitious project to digitise land records, aimed at reducing corruption and enhancing efficiency, will require an additional five years and an estimated Ksh 40 billion to complete.

    This update was provided by former Cabinet Secretary Alice Wahome during her vetting by the National Assembly Committee on Appointments, chaired by Speaker Moses Wetangula.

    Launched on April 27, 2021, the Ardhisasa system has so far digitised land records in one-third of Nairobi and Murang’a Counties, with Isiolo County expected to follow in a month.

    Mombasa County is also in the process of digitisation. Wahome revealed that the government is working with 27 counties to expedite the process.

    The project, which aims to address issues of missing files and fraudulent transactions, is projected to cost between Ksh 35 billion and Ksh 40 billion.

    Wahome emphasised the importance of integrity in this effort, highlighting past issues with cartels and ministry officials involved in fraudulent titles.

    The digitisation initiative is intended to align with the Land Registration Act, 2012, which mandates secure and accessible electronic records.

    The process includes scanning, indexing, and archiving land documents and developing a comprehensive Document Management System (DMS).

    Last year, the ministry reported that over 100,000 properties had been digitised and added to the digital platform.
