CJ Koome Launches Tribunals Shared Services to Boost Access to Justice in Kisumu

Chief Justice, Martha Koome, is set to officially launch the Tribunals Shared Services today in Kisumu, a move aimed at enhancing access to justice across the Nyanza region. The launch will take place at the Lake Victoria South Water Works Development Agency in Nyalenda from 9:30 a.m.

This initiative brings judicial services closer to the public by providing a centralised system where residents can access multiple tribunals in one location. It also offers digital support, including e-filing, virtual hearings, online platforms, and a central information hub catering to over 26 tribunals.

The Tribunals Shared Services Model consolidates key support functions such as IT, infrastructure, finance, supply chain, communication, and human resources under a single framework. This model is part of the Judiciary’s broader reform agenda under the Social Transformation through Access to Justice (STAJ) blueprint, which promotes people-centred justice.

“The model streamlines operations, eliminates duplication, and ensures better coordination across tribunals by pooling resources and leveraging economies of scale,” stated the Judiciary. It also helps maximise efficiency, particularly because many tribunal members serve on a part-time basis.

The initiative builds upon the foundation laid last year when the Judiciary launched the Tribunals’ Shared Service Infrastructure, Website, and Tribunal Registry Manual in Nairobi.

Currently, 18 out of 26 tribunals have adopted this model, which is expected to deliver a seamless, standardised, and efficient experience for users across the country.
