Court Halts Isiolo Governor Impeachment Process, Public Participation Cancelled

The Isiolo County Assembly has canceled a scheduled public participation exercise on the planned impeachment of Governor Abdi Guyo, following a court order temporarily halting the process.

The cancellation was confirmed by County Assembly Clerk Salad Boru Guracha, who issued a formal notice recalling the June 14 announcement that had invited the public to debate the governor’s removal on June 18 across various wards.

This follows conservatory orders issued Monday by Justice Heston Nyaga of the High Court in Isiolo. The judge directed the Assembly to suspend all proceedings related to a motion for the governor’s impeachment until the matter is heard and determined in court.

“I am satisfied that the Petitioner has made out a case warranting the grant of the relief sought,” Justice Nyaga ruled, terming the application urgent and requiring it be served to all parties by close of business on June 17.

The ruling bars the Assembly, its agents, or representatives from admitting, debating, or considering the impeachment motion, which had been slated for discussion on June 17 or any future date.

The impeachment effort was initiated by Sericho MCA Abubakar Godana, who filed the motion citing gross misconduct, abuse of office, and violations of Chapter Six of the Constitution, the Leadership and Integrity Act, and the Public Officers Ethics Act.

Governor Guyo, who has sued the Assembly and Speaker Mohamed Roba, was given seven days to respond to the accusations before the Assembly moved to public consultations.

Among the key allegations are presiding over stalled development projects, failing to meet revenue targets, and making questionable appointments despite Isiolo County having the third-lowest revenue allocation in the country.

Guyo is accused of appointing 36 advisors and 31 chief officers, and issuing two-year contracts to officers, which MCAs claim has created “an environment of fear and uncertainty.” The motion also alleges he selectively renewed only five out of 20 expired contracts through a non-transparent process.

The impeachment motion had garnered unanimous support from all 18 MCAs in Isiolo, setting the stage for a high-stakes political showdown, now paused by the court.

The case will now proceed to inter-partes hearing, where both parties will present their arguments for further judicial direction.
