Court Orders Kisumu City Manager to Appear Before EACC as DPP Pursues Accountability

The Milimani Anti-Corruption Court has ordered Kisumu County City Manager Michael Abala Wanga to present himself before the Ethics and Anti-Corruption Commission (EACC) on 26th November 2025 for processing and recording of a cautionary statement ahead of his arraignment.

Chief Magistrate Harrison Barasa further directed Wanga to appear before the Anti-Corruption Court on 2nd December 2025 for plea-taking.

The charges, approved and presented by the Director of Public Prosecutions (DPP), include allegations of forgery, alteration of official documents, and fraudulent acquisition of public funds.

Wanga is accused of forging a letter dated 10th June 2024, purportedly inviting him to the CLEAN Air Forum in Lagos, Nigeria, which was allegedly used to justify excess facilitation payments by the Kisumu County Government.

Prosecutors said that on 19th June 2024, Wanga presented the forged invitation, resulting in the fraudulent acquisition of KSh 283,402.50.

The DPP has also filed additional charges, including the fraudulent acquisition of KSh 8,701,091 in public funds.

Wanga is further accused of forging a Kenya Certificate of Secondary Education (KCSE) certificate allegedly issued by the Kenya National Examinations Council (KNEC) and presenting it as authentic.

Prosecution, led by Abdisalam Bore, emphasized the DPP’s commitment to ensuring accountability and safeguarding public resources, stating that the case underscores the government’s determination to pursue alleged corruption in public offices.

The case is set to return to court on 2nd December 2025, when Wanga will respond to the full range of charges presented against him.
