Interior Cabinet Secretary Kipchumba Murkomen has announced a major restructuring of Nairobi’s administrative structure, dividing the capital city into three sub-regions to improve service delivery.
In a statement released on Thursday, November 13, CS Murkomen announced that the creation of Nairobi North, Nairobi East, and Nairobi West Service Delivery Coordination Units has been necessitated by the high population of the capital city, now estimated at over five million residents.
“During the recently concluded Jukwaa La Usalama public forums, we promised to restructure and reinvigorate the National Administration to serve the people of Kenya better. We are committed to bringing services closer to wananchi through deliberate decentralisation and efficiency enhancement,” Murkomen stated.
According to a Kenya Gazette Notice dated November 11, 2025, the Nairobi North Sub-Region will cover the sub-counties of Roysambu, Ruaraka, Kasarani, Kamukunji, and Mathare. The Nairobi West Sub-Region, with its headquarters in Langata, comprises the sub-counties of Langata, Kibra, Dagoretti North, Dagoretti South, and Westlands. Meanwhile, the Nairobi East Sub-Region, headquartered in Embakasi Central, will oversee the following sub-counties: Embakasi East, Embakasi West, Embakasi North, Embakasi South, Embakasi Central, Njiru, and Makadara.
The gazette notice specifies that the established sub-regions shall be managed by an officer in the rank of a County Commissioner.
To head the newly created sub-regions, CS Murkomen announced the promotion and appointment of three officials serving in the rank of County Commissioner. Rose Wanjiru Chege has been appointed to head the Nairobi West Sub-Region, while Patrick Simiyu Werre will administer the Nairobi East Sub-Region. Simon Odhiambo Osumba will oversee the Nairobi North Sub-Region. The three officers will report directly to the Regional Commissioner of the Nairobi Region.
As part of ongoing efforts to streamline operations within the National Government Administration, CS Murkomen also announced further promotions and postings of officers in the rank of County Commissioner to various counties across the country.
Joseph Mwangi Wamuti has been promoted and posted to Tana River, while Linda Adhiambo Okola will head Taita Taveta County. David Ntawuasa Saruni takes charge of West Pokot, and Michael K. Yator moves to Kajiado County. Jeremiah Mwai Gicheru has been assigned to Kericho, and Peter Mwangi Maina will serve in Vihiga County.
The Interior CS further announced the transfer of serving County Commissioners to various new stations, taking into consideration their strengths and experiences as the government addresses various security and service delivery concerns raised by citizens during the Jukwaa La Usalama public forums.
CS Murkomen emphasized that all the changes take effect immediately.
