Water Cabinet Secretary Sicily Kariuki is allegedly caught up in a 7.7m NYS chopper scandal over a controversial chopper ride. – By Stephanie Mwangi.
According to the 2017-2018 National Assembly Public Accounts Committee, the National Youth Service hired a chopper for 7.7 million which was meant for fieldwork staff travelling to various destinations.
After the staff was done with the field work, the helicopter was supposed to end its trip at Wilson airport but it was allegedly diverted to the posh Windsor Golf Resort by the CS for it to drop her.
According to the flight schedule, the private drop off incurred more charges.
Mary Kamonye the public service principal secretary appeared before the oversight committee and said the person who was on board in that helicopter was a senior officer.
Mary was being questioned for the audit report for the year 2017-2018 when Sicily was the CS for public service and gender.
“Confirm to the committee that the person who used this helicopter in question was CS Sicily Kariuki, before you answer your question remember if you continue to be protective of her this will and can go down on you very badly.” Said Opiyo Wandayi the PAC chairman.
Mary declined answering the question and naming the senior officer and asked for more time to get documentation. Opiyo said that they will summon the CS to appear before them and answer to the matter at hand.
The Auditor General has commissioned that the 2017-2018 report be examined by the watchdog committee.

The auditor also went on to question the mobile toilet hiring for a one day meeting between the CS and the Sacco members at the Gigil NYS College. She said that the toilet hiring was not supported by any documentation and how the contractor was awarded the contract was also not in writing.
