The Directorate of Criminal Investigations (DCI) has alleged that former Cabinet Secretary Raphael Tuju staged his disappearance, maintaining that he never left his Karen residence during the period he was reported missing.
In a statement, DCI Director Mohammed Amin said investigations based on intelligence and forensic analysis had established Tuju’s location throughout the incident.
“Based on solid intelligence and meticulous forensic analysis, the DCI conclusively, and I am saying this without an iota of doubt, Tuju was physically present within his residence throughout the period in question,” Amin said.
He added that even at the time Tuju’s mobile phone was switched off at 18:18 hours on March 21, 2026, he remained at his Karen home.
According to the DCI, Tuju’s reappearance came after investigators had begun closing in on what they described as inconsistencies in his account.
“When confronted with the reality that police were closing in on the truth and that his deception could no longer be sustained, Mr. Tuju chose to resurface, thereby confirming the investigators’ earlier well-founded suspicion that this was a carefully staged disappearance rather than a genuine case of abduction,” Amin stated.
The National Police Service further indicated that providing false information to authorities is a serious offence, confirming that Tuju had been arrested and taken to Karen Police Station.
“Accordingly, Raphael Tuju has been arrested and booked at the Karen Police Station to record a comprehensive statement explaining his whereabouts, the circumstances behind the abandoned motor vehicle, the reports filed by his family, and particulars of the so-called good Samaritans who gave him accommodation somewhere in Kiambu,” the DCI boss said.
The development comes amid conflicting accounts surrounding Tuju’s disappearance, with the former Cabinet Secretary earlier claiming he had gone into hiding after suspecting he was being followed by unmarked vehicles.
The matter is now expected to proceed as investigators record statements and review the circumstances surrounding the incident.
