The Directorate of Criminal Investigations (DCI) has stated that the reported disappearance and alleged abduction of former Cabinet Secretary Raphael Tuju was staged, following what it described as a detailed investigation supported by CCTV footage and witness accounts.
In a press release issued on April 3, 2026, the DCI said the incident, which had been reported at Karen Police Station on March 22, was a “self-orchestrated” scheme intended to mislead law enforcement and the public.
According to investigators, analysis of CCTV footage established a timeline of events on the evening of March 21, 2026, tracing the movement of Tuju’s vehicle, registration KCL 346P and a white Toyota Probox, registration KDN 673L.

The DCI stated that Tuju’s vehicle left Entim Sidai Hotel at around 6:46 pm, where it briefly interacted with the Probox before the two vehicles proceeded in different directions. CCTV footage later captured both vehicles moving toward Karen and eventually converging along Nandi Road.
Investigators say that at around 7:17 pm, Tuju’s vehicle stopped at Miotoni Lane with its lights off and hazard lights on. The Probox arrived shortly after, and three individuals exited Tuju’s vehicle and entered the Probox, which then left the scene.
The Probox was later captured on CCTV heading toward Tuju’s residence, bringing what investigators described as a coordinated sequence of events to a close.
The DCI said the findings contradict earlier claims that Tuju had been abducted or followed by suspicious vehicles without number plates. Instead, the agency maintains the incident was planned in advance.
The Probox involved in the incident is registered to Mwanaidi Chemeli Saidi, while Tuju’s vehicle is registered in his name. Detectives have identified several persons of interest, including Samson Okiya Sirako, who is believed to have been driving the Probox, Karen Wangare, whose phone was allegedly used for communication, Khadijah Chepkosia Saidi, said to have coordinated communication and Zipporah Wambui.
The vehicle has not yet been recovered and remains at large, according to the DCI.
Authorities say they are pursuing the identified individuals as investigations continue, adding that appropriate legal action will be taken against anyone found culpable.
The DCI also stated that any attempts to issue misleading statements or obscure facts would not affect the course of the investigation, which it says remains active.
