The Ethics and Anti-Corruption Commission (EACC) has arraigned Khadija Abdullahi Bare, a former Chief Protocol Officer in the Garissa County Government, over allegations of using a forged degree certificate to fraudulently secure public employment and earn millions in salaries.
According to the EACC, Ms. Bare submitted a falsified Bachelor of Arts (Sociology and Political Science) degree certificate purportedly from the University of Nairobi when applying for the senior county position. The Commission launched investigations after receiving a report questioning the authenticity of her academic qualifications.
The probe revealed that the degree certificate was not genuine. As a result, Ms. Bare is accused of unlawfully obtaining KES 6,825,266.40 in salaries during her tenure based on the fake credentials.
Following the completion of investigations, the EACC submitted the file to the Office of the Director of Public Prosecutions (ODPP), which approved multiple charges against the suspect. She was arrested on June 12, 2025, and formally arraigned today before the Garissa Law Courts.
Ms. Bare faces several charges, including fraudulent acquisition of public funds, deceiving a principal contrary to Section 41(2) as read with Section 48(1) of the Anti-Corruption and Economic Crimes Act, 2003, as well as charges of forgery and uttering a false document under the Penal Code.
She pleaded not guilty to all charges and was released on a cash bail of KES 100,000 or an alternative bond of KES 500,000.
The case underscores growing concerns over credential fraud in public service and the EACC’s continued efforts to combat corruption and uphold integrity in government appointments.
