The Ethics and Anti-Corruption Commission (EACC) has arrested Busia Land Registrar Collins Aiela Liyayi for allegedly soliciting and receiving a bribe to release a processed title deed.

According to the EACC, Liyayi demanded Kes 10,000 from a complainant as a so-called “release fee” before handing over the title deed.
He was arrested on Tuesday afternoon in a sting operation mounted by the Commission’s Western Regional Office following investigations into multiple complaints from residents.
The complaints alleged that Liyayi routinely withheld processed land titles and demanded bribes before releasing them to rightful owners.
The suspect was taken to the EACC offices in Bungoma for processing and later booked at Bungoma Police Station, where he remains in custody pending further legal action.
EACC said the arrest is part of its ongoing crackdown on bribery within public service delivery, adding that more operations targeting corrupt practices in public institutions will continue to ensure Kenyans access services without harassment or extortion.
