Detectives from the Ethics and Anti-Corruption Commission (EACC) conducted a major search operation at Mavvel Hotel in Embu Town.
The raid is part of an escalating investigation into alleged corruption and economic crimes at the National Youth Service (NYS) involving approximately KES 2 billion.
Target of the Operation
The court-authorized search specifically targeted David Mbogo Muthee, the Head of Procurement at the NYS Training School in Gilgil, and his associate, Naftali Kiperu. Muthee is reportedly the proprietor of Mavvel Hotel.
Investigators are probing allegations of:
Conflict of Interest: Senior officials are suspected of trading with the NYS through private companies they or their associates control.
Abuse of Office: Misuse of positions of trust to facilitate fraudulent procurement deals.
Embezzlement: Fictitious contracts and inflated tenders issued between the 2019/2020 and 2024/2025 financial years.
Evidence Recovered
The EACC confirmed that the Friday operation yielded “valuable evidentiary material” to support the ongoing inquiry. This raid follows a wider crackdown on NYS procurement irregularities, which has previously seen the High Court freeze billions in suspicious claims.
Next Steps
According to the Commission, the findings from this search will determine the next course of legal action. This may include:
Prosecution: Recommending charges for any culpable persons to the Director of Public Prosecutions.
Asset Recovery: Initiating proceedings to recover unexplained wealth and proceeds of corruption.
The NYS has faced multiple graft allegations over several years, with this latest KES 2 billion probe being one of the most significant recent developments.
