Former Siaya County Assembly Clerk, Felix Isaac Olwero, has reportedly been shot dead in Kombewa, Kisumu County, in what police have described as a case of mistaken identity.
The 50-year-old was fatally shot and wounded near his establishment, White House Resort, after police responded to a midnight distress call about an attempted break-in at the premises. Officers said they encountered a group of men armed with pangas and crude weapons who ignored calls to surrender, prompting them to open fire.
It later emerged that Olwero, the resort’s owner, had also rushed to the scene and was mistakenly shot. Police initially identified him as one of the suspected burglars but later revised their statement, admitting he was a casualty of mistaken identity. His body was transferred to Kombewa Sub-County Referral Hospital mortuary for a post-mortem.
The resort’s management disclosed that the facility had been targeted by burglars at least five times in recent weeks, calling on security agencies to intensify patrols in the area.
Confirming the incident, Governor James Orengo expressed deep sorrow, describing the killing as a heinous act that must not go unpunished. Olwero was the husband of Angeline Oduor, the County Executive Committee Member (CECM) for Sports.
Taking to social media, Governor Orengo condemned the incident, saying: “We condemn this heinous act in the strongest terms and demand swift, thorough investigations to ensure justice is served. No life should ever be cut short in such a senseless manner.”
Olwero’s close friend, Fidel Omondi, mourned him in an emotional tribute, describing him as a pillar and motivator. “Around 1 a.m., we received the sad news that you had been shot. This has broken me because you were always my pillar and motivator. Go well, my friend,” Omondi wrote on Facebook.
Olwero’s death comes against the backdrop of a turbulent career in public service. Employed as Siaya County Assembly Clerk in July 2014, he was suspended in 2019 over allegations of gross misconduct and irregular withdrawal of funds.
The Employment and Labour Relations Court in Kisumu later reinstated him, though the County Assembly Service Board maintained fresh disciplinary proceedings could still be pursued.
In 2024, Siaya MCAs unanimously resolved to remove him from office on grounds of gross violation of the Constitution, misconduct, and mismanagement. Olwero challenged the decision in court, but in June 2025, Justice Nzioki wa Makau dismissed his case, ruling that he had failed to prove malice in his dismissal.
His family has demanded justice and a thorough probe into the circumstances of his death. Police say investigations into the shooting are ongoing.
