Former Chief Justice David Maraga has been appointed by President William Ruto to chair a 23-member task force to oversee the improvement of reforms for members of the National Police Service and Kenya Prisons Service.
Ruto named Carole Kariuki as vice chairperson in a gazette notice published on Thursday.
The task force’s mandate is to identify the legal, policy, administrative, institutional, and operational constraints on NPS and KPS’s effective service delivery.
“Identify and recommend legal, policy, administrative, institutional and operational reforms in the NPS and KPS for effective service delivery,” read the notice in part.
Moffat Muriithi Kangi, John Ole Moyaki, Ibrahim Jillo Guyo, Richard Kirundi, Elizabeth Mueni, and Roseline Odede have also been appointed to the task force.
Others include Joash Odhiambo Dache, Doreen Muthaura, Albert Mwenda, Terry Chebet Maina, Hassan Sheikh Mohamed, Simiyu Werunga, Mutuma Ruteere, Anne Ireri, Stephen Kayongo, Jafaar Mohamed, and Sammy Chepkwony.
Ruto also appointed Omwanza Ombati, Joy Mdivo and Rosemary Kamau as the joint secretaries to the task force.
The task force was also tasked with looking into other welfare reforms that could be implemented in the service to improve service delivery.
They were also tasked with looking into the police officers’ living conditions.
The Maraga-led task force was instructed to draft a report of their findings and also come up with an implementation matrix which will be delivered to the Head of State.
“The term of the task force is a period of 90 days with the effect from the date of this notice. The Secretariat of the task force shall be at the Ministry of Interior and National administration,” read the notice in part.
The task force shall further review and recommend improvement of the terms and conditions of service.
