As part of her plans to improve service delivery to residents, Homa Bay Governor Gladys Wanga has made leadership changes in the county government.
The changes primarily impacted officials in the finance department, with the governor stating that they are in line with the administration’s change and government policy to strengthen governance and service delivery.
As the governor announced that more changes will be made in the coming days until her government is fully formed, some officials were moved from their current positions to other departments.
Noah Otieno, the Finance Chief Officer, has been moved to the Gender and Tourism department with the same title.
Mr Laban Oyoo, on the other hand, will remain in the finance department as the acting head of accounts. In the same department, he served as the director.
Meanwhile, Mr Dan Lieta, the finance department’s head of accounts, has been moved to the Sports and Tourism department as director.
In addition, the governor made changes to the Public Service board.
Mr Bob Otieno has been assigned to her office as the director of human resources.
On the board, Mr. Otieno served as the director of training.
Meanwhile, Mr Samson Okumu, the finance department’s director of procurement, has been moved to the Lands, Housing, and Physical Planning Department, where he will retain his title.
Mr. Joseph Ochieng was also moved from the Homa Bay Municipal Board, where he was an accountant, to the health department, where he will be the director of finance.
Ms Wanga’s changes in her first week in office impacted other departments as well.
In the health department, Dr Kevine Osuri, the chairman of the Kenya Medical Practitioners, Pharmacists, and Dentist Union in Nyanza, was appointed as acting chief officer.
Dr Gerald Akeche, the department’s chief officer, was moved to Energy and Natural Resources.
The changes, according to Governor Wanga, are effective immediately.
“The changes are specifically meant to ensure prudent management of the county finances, inspire transparency in our accounting and procurement services, improve the delivery of medical and health care services and inculcate best practices in our human resource management,” the governor said on Wednesday.
She stated that the county government will announce the positions of executive members and the chairperson of the public service board.
Ms Wanga explained that the changes were only temporary until a new cabinet was named in the coming days.
She stated that the officers involved in today’s changes are mostly public servants with running contracts who are County Public Service Board appointees.
“The notion that we are recycling workers is unfounded. The reorganisation only involved mainstream civil servants. They are holding brief pending major changes in the coming weeks,” the governor stated.
