Isiolo–Modogashe Road now At 45 Percent Completion

The Government Delivery Unit, led by Acting Head Olando Sitati, has called for renewed urgency in fast-tracking the Isiolo–Kulamawe-Garbatulla-Modogashe road, a key project under the Horn of Africa Gateway Development Project (HoAGDP).

The two-day inspection and stakeholder engagement in Isiolo County focused on overcoming bottlenecks and accelerating delivery.

The 218-kilometre road, linking Isiolo to Modogashe, forms part of the Lamu Port-South Sudan-Ethiopia Transport corridor under Vision 2030’s LAPSSET framework.

Jointly funded by the Government of Kenya and the World Bank, the Sh12.5 billion project is being implemented by China State Construction Engineering Corporation. It involves upgrading 77 kilometres of the Isiolo–Kulamawe section and laying fibre optic cables, with construction currently 45 per cent complete.

The government, through the National Land Commission, has released funds for land compensation. The Kenya National Highways Authority has been tasked with ensuring payments to Project Affected Persons begin within two weeks. The project has created over 2,000 direct jobs, 80 per cent of which are filled by local community members.

During the inspection, the GDU team reviewed earthworks, culverts, bridges, and service works alongside county officials, security personnel, and KeNHA project inspectors. Mr. Sitati lauded the quality of ongoing work but stressed the need for faster execution. He emphasized collaboration, accountability, and urgency, noting that insecurity and delayed land compensation remain key challenges.

He also highlighted complementary initiatives, including affordable housing, student hostels, and mini power grids in Garbatula, in partnership with Kenya Power and the Rural Electrification and Renewable Energy Corporation, to expand electricity access. Community engagement remains a priority to ensure that benefits are equitable and well understood.

Isiolo County Commissioner David Kiprop praised the strong coordination between implementing agencies and local authorities, while local residents and leaders expressed optimism that the project will improve market access, enhance security, and create new economic opportunities.

The GDU continues to monitor national projects to ensure timely delivery, transparency, and impact. Upon completion in March 2026, the Isiolo–Kulamawe-Garbatulla-Modogashe road is expected to strengthen trade networks, improve security, and unlock Northern Kenya’s economic potential.
