Oloosirkon Ward Member of County Assembly (MCA) Marush Stephen Rais Kisemei was on Thursday arraigned in court over allegations of assaulting a police officer and obstructing justice during an incident that occurred in December 2023.
According to the Directorate of Criminal Investigations (DCI), the case stems from a December 4 operation in Ngurunga, Emakoko, where three officers from Oloosirkon Police Station were dispatched to apprehend suspects involved in a case of assault and malicious damage.
During the operation, one suspect, identified as Soipen Samuel, was arrested. While one officer remained outside to guard the suspect, the other two continued their search inside a residence. It was during this time that MCA Kisemei allegedly arrived at the scene accompanied by a group of more than ten individuals reportedly armed with sticks and knives.
The group is said to have attacked the officer stationed outside, overpowering him and facilitating the suspect’s escape. In a further escalation, the MCA, reportedly armed with a pistol, is accused of leading the group in an attack on the police vehicle while issuing threats.
“The commotion prompted the two officers inside the house to respond and assist their colleague in fending off the attackers,” the DCI noted in an official statement.
The matter was taken over by DCI Isinya, which completed investigations and submitted the case file to the Office of the Director of Public Prosecutions (ODPP). The ODPP subsequently approved the charges.
MCA Kisemei now faces three criminal counts: misuse of a firearm, willfully obstructing a police officer in the execution of duty and creating a disturbance. The court proceedings are ongoing.
