The Katiba Institute and the Kenya Human Rights Commission (KHRC), alongside other civil society organisations, have filed a petition at the High Court seeking the removal of Roads and Transport Cabinet Secretary Kipchumba Murkomen from office.
The petition, lodged on July 2, stems from remarks made by CS Murkomen that allegedly endorsed “shoot-to-kill” orders. The petitioners argue that the statements amount to incitement to violence, promote unlawful actions, and violate the ethical standards required of public office holders.
In a joint statement, the organisations said: “The petition alleges that these comments constitute incitement to violence and unlawful acts, and amount to unacceptable ethical conduct required of a public officer. The petition asks the court to find that the CS, as a public officer, is not fit to hold public office.”
The civil society groups are urging the court to intervene and affirm the constitutional and ethical obligations of public officials, warning that failure to act would set a dangerous precedent for impunity in government.
CS Murkomen has yet to publicly respond to the petition.
