Kenya Rural Roads Boss Philemon Kandie Resigns

Eng. Philemon K. Kandie has officially stepped down as the Director General of the Kenya Rural Roads Authority (KeRRA).

In a statement released Friday, KeRRA Board Chairperson Anthony Ng’ang’a Mwaura confirmed that Kandie had tendered his resignation, which takes effect from July 11, 2025.

The outgoing DG cited personal reasons and confirmed that he would proceed on his 45-day annual leave starting July 14, ahead of his final day in office on October 10.

In the interim, the board has appointed Eng. Jackson K. Magondu, the current Director of Planning, Design and Environment, to serve as Acting Director General. His appointment was made in consultation with the Cabinet Secretary for Roads and Transport.

“The Board of Directors would like to appreciate the outgoing Director General for his invaluable service and contribution to the Authority,” Mwaura said in the statement.

Kandie’s resignation comes just days after a petition was filed at the High Court by advocate Wahome Mucunu, who accused him of financing and coordinating politically motivated unrest. The petition alleges that state funds were funneled through shell contractors linked to KeRRA to support a protest campaign allegedly orchestrated by former Deputy President Rigathi Gachagua.

The protests, which left 38 people dead according to the Kenya National Commission on Human Rights (KNCHR), caused widespread destruction, disrupted public services, and plunged the economy into further strain.

Eng. Kandie had been serving under a five-year contract set to run until April 2027. In his resignation letter, he expressed gratitude to the KeRRA board and pledged to ensure a smooth transition.

No official comment has been made on the allegations raised in the petition.
