In a bid to realign his administration, Kilifi Governor Gideon Mungaro has named his 10-member cabinet to help him implement his manifesto in his five-year tenure.
He also unveiled three task forces to look into the health sector, Human resources, and pending bills to give him a report in two months.
Addressing the Press outside his office the Governor who was accompanied by his Deputy Flora Chibule and a host of MCAs, he named his dream team. It’s a new face and didn’t retain even a single executive from the previous administration.
He also added designated more key duties to his deputy which will be done through an executive order due to their busy schedule.
“Her responsibilities will be very clear and in accordance to the constitution and they include shall deputize the governor and the institution of the Governor coordinate external partnerships, linkages and development cooperations,” he said.
The Governor said Chibule shall also coordinate research , coordinate any county government functions, coordinate development and implementation of ECDE policy and its implementation, and coordinate the implementation of education and Aid programs.
Mung’aro said his deputy shall also represent the governor in the Coast regional Economic Block Jumuiya ya kaunti za pwani , supervising the governor’s strategic and delivery unit that will be formed soon, formulate and implement the implementation of strategies that are in line with attaining vision 2030 and other duties assigned by the Governor.
In the Cabinet, the governor appointed Dr.Ruth Dama Masha as proposed CEC for Gender, social services, Catherine Kenga as CEC for Public Works and Roads while in the Water and Environment Departments he appointed Omar Said Omar.
In the Tourism and Trade docket, Mung’aro appointed John Ngala while the
Finance and economic planning docket he named Yaye Ahmed as the CEC.
Others are Frankline Dena -Public Service and Disaster Management, Peter Mwarogo-Health a d sanitation, Lands and physical planning -Jane Mike Kamto.
In the Education and ICT docket, the Governor appointed Clara Ningme Chonga, while Dr. Peterson Mwangoma was appointed to head the Agriculture and Livestock Docket.
Governor Mung’aro appointed Joshua Mazera as his economic advisor and Henry Lunganje as the County Attorney.
The CECs will be working for the next two years and after that, we will review their performance to see whether they will be reappointed or replaced so it depends on how hard they work to deliver for the people of Kilifi, he said.
He said the names of his cabinet members shall be submitted at the county assembly today for the process of vetting to be initiated.
“We hope they will fast-track the program so that we can start working,” said the Governor.
On the task forces, he said the aim was to assist him on the administration and service delivery.
He directed the office of the county secretary and the respective departments to provide the necessary facilitation and support to ensure the effectively and timely delivery of its mandate.
On the task force for health service delivery, he said the task force shall identify the most appropriate structure for leadership and governance suitable for the county referral hospital and other county health facilities.
“Examine ways and means of health services delivery in the county referral hospital and other county health facilities, identify ways of improving on the health infrastructure both physical and equipment to match a county referral hospital status, and address the human resource issues namely gap training needs, retention needs, staff development and all other aspects of capacity building,” he said.
He said the health task force shall also identify ways of improving and benefiting from partnerships with medical training institutions and universities and also enhance research.
He said the task force will be composed of Prof. Rafiq Parker, Christopher Dennis Willson , Benjamin Tsofa,Tabu Ngala, Lorine Omondi, Dr. Masha Mvera, Dr Abidan Mwachi, Captain Dr. Isaac Makorani, and Dr. Osman Abdulahi.
The task force is to look into the human resource structure and efficacy of Kilifi county government to establish the current Kilifi county executive organizational structure while taking into account the existing workforce.
The members of the task force he said shall be Fadhil Athman,Jonathan Mativo,Martin Mwaro, Jackson Karisa, Terry Maitha,Damaris Malombe, Flora Kidere, Charles Shia , and John Kenga Nyale.
Governor Mungaro also named the task force to look into the pending bills verification including Alice Kinyua,Zaitun Mohamed , Albert Muturi, Dickson Gitonga, Daniel William, Veronica Wanjira , Emily Mulewa, Hazel Katana, Mwinyi Ali.
