Kisii Deputy Clerk Omwoyo arraigned over abuse of office charges

Daniel Mbaka Omwoyo, the Deputy Clerk of Kisii County Assembly, has been arraigned in court to face charges related to abuse of office.

Appearing before the Anti-Corruption Court in Kisii, Omwoyo was formally charged under Section 46, in conjunction with Section 48(1), of the Anti-Corruption and Economic Crimes Act No. 3 of 2003.

According to the prosecution, the charges stem from an incident on or about October 24, 2017, in which Omwoyo allegedly used his official position to unlawfully benefit another individual.

He is accused of appointing Everline Moraa Maraburi as a Clerical Officer at the Kisii County Assembly without the necessary approval from the Board and without following the laid-down recruitment procedures.

Omwoyo denied the charges and was released on a cash bail of Ksh. 50,000 or an alternative bond of Ksh. 100,000, accompanied by one surety of equal value.

Initially, Omwoyo was expected to be charged alongside former Kisii County Assembly Speaker David Ondimu Kombo. However, Kombo did not appear in court.

As a result, the court has issued a summons requiring him to present himself on October 8, 2025, to respond to the charges.
