Kitui County Assembly Environment Committee Examines FLLoCA Project Reports

The meeting focused on the implementation status of FLLoCA projects within the county, a five-year initiative by the Government of Kenya supported by the World Bank and other development partners.

The Kitui County Assembly Committee on Environment, Energy and Minerals Investments Development has directed the County Executive Department responsible for environment and climate change to submit a comprehensive report on the implementation of the Financing Locally-Led Climate Action (FLLoCA) programme across the County.

The Committee, chaired by Hon. Alphonce Mukwaiyu (Kyome Thaana), invited the County Executive Committee Member (CECM) for Energy, Environment, Climate Change, Forestry, Natural Resources and Minerals, Mr. Richard Mwendandu, alongside his technical team, to appear before it and expound on reports previously submitted regarding the programme.

The meeting focused on the implementation status of FLLoCA projects within the county, a five-year initiative by the Government of Kenya supported by the World Bank and other development partners. The programme is implemented through the National Treasury via the National Treasury Programme Implementation Unit (NTPIU) in collaboration with County Governments through the County Climate Change Units (CCCUs).

During the deliberations, Mr. Mwendandu informed the Committee that during the quarter ending 31st December 2025, the county received Ksh 73,636,701 under the programme, which was utilized to undertake various FLLoCA activities across the county.

He further submitted that Kitui County had been ranked third nationally in programme performance, after Turkana and Bungoma counties, attributing the achievement to effective coordination and implementation of climate action initiatives.

The CECM also told the Committee that the county had served as a benchmark in the development of monitoring and evaluation tools under the programme. He explained that in certain cases, projects tend to incur relatively higher costs at the planning and preparatory stages than during actual implementation due to the technical assessments involved.

However, after reviewing the submitted documentation, the Committee observed that the reports lacked critical details necessary for effective oversight. Members noted that key information such as specific project locations, detailed costs, and beneficiary data had not been adequately captured. Consequently, the Committee resolved to direct the Ministry to submit a comprehensive and detailed report to enable proper scrutiny and verification of the reported activities.

Chairperson Hon. Mukwaiyu emphasized that complete and accurate reporting is essential in enabling the Assembly to carry out its oversight mandate and ensure prudent use of public resources and therefore, the Committee expects the revised and detailed report to facilitate verification of the projects and enhance transparency in the implementation of climate action initiatives under the FLLoCA programme.

In his remarks, the Speaker applauded the existing working relationship between the Assembly and the County Executive and underscored the importance of this collaboration. “I am really impressed with the working relationship between the Assembly and the Ministry because we all mean well for our county. Let us ensure that we wholeheartedly deliver to our people.

Hon. Kinengo called for equitable distribution of programme benefits across the county.

“In the future, let us ensure that the programme is equitably shared across all the 40 wards so that every resident benefits from these climate resilience interventions,” he added.
