Kitui MCAs File for Removal of Finance Minister Over Alleged Misconduct

Hon. Anthony Musyimi Musyoka, the MCA for Kiomo/Kyethani, has filed a Notice of Motion to remove Mr. Peter Mwikya Kilonzo, the CECM for Finance, Economic Planning, and Revenue Management in Kitui County.

The motion was tabled during the afternoon plenary session on Wednesday, November 27, 2024.

The motion outlines several serious allegations against Kilonzo, including gross violations of Kenya’s Constitution and laws governing public finance and governance.

The mover of the motion cited specific provisions of the Constitution, the County Governments Act, and the Public Finance Management Act that Kilonzo allegedly breached, including undermining the separation of powers and public participation.

In addition to constitutional violations, Kilonzo is accused of incompetence for failing to meet statutory obligations, impacting the efficient operation of the County Government.

Specific failures mentioned include non-compliance in designating receivers of county revenue and submitting an inconsistent memorandum regarding the County Fiscal Strategy Paper (CFSP) for the upcoming financial year.

The motion also alleges abuse of office, claiming that Kilonzo solicited bribes from contractors for approving payments, a violation of the Bribery Act and the Leadership and Integrity Act.

Furthermore, he faces accusations of gross misconduct for improperly influencing the drilling of boreholes on personal family land, diverting resources away from designated community projects.
