Milimani Court Issues Arrest Warrant for Kisumu City Manager Over Forgery and Fraud Charges

The Milimani Anti-Corruption Court has issued a warrant of arrest against Kisumu County City Manager Michael Abala Wanga after he failed to appear in court to answer charges of forgery, uttering false documents and fraudulent acquisition of public funds.

The court was told that Wanga is accused of altering the contents of a letter dated June 10, 2024, which purported to invite him to the CLEAN Air Forum in Lagos, Nigeria, between July 8 and 12, 2024.

According to the Director of Public Prosecutions, the altered invitation letter was allegedly used to justify excess facilitation payments drawn from the Kisumu County Government.

The prosecution stated that on June 19, 2024, at the Kisumu County offices, the accused allegedly uttered the forged letter while claiming it was an authentic invitation issued by the University of Lagos.

 As a result, he is said to have fraudulently received Ksh283,402.50 in excess payments.

Additional charges filed by the DPP accuse Wanga of fraudulently acquiring public property valued at Ksh8,701,091 from the county government.

He is further accused of forging a Kenya Certificate of Secondary Education (KCSE) certificate bearing a mean grade of C+, alleged to have been issued by the Kenya National Examinations Council and presenting it as genuine.

Senior Principal Magistrate Gichana issued the arrest warrant after noting Wanga’s absence in court despite being required to attend.

The case will be mentioned on November 25, 2025.
