The Ministry of Health has hosted a high-level delegation of senior healthcare leaders from Uganda for a benchmarking engagement on Kenya’s health system, as part of efforts to strengthen leadership, governance, and service delivery in public referral hospitals.
The delegation, led by Dr. Paul Emmanuel Batiibwe, Executive Director of Mubende Regional Referral Hospital, was received at Afya House on behalf of the Principal Secretary for Medical Services, Dr. Ouma Oluga, by the Director of Curative Services, Dr. Andrew Toro.

The engagement is part of ongoing regional knowledge exchange initiatives aimed at promoting shared learning, strengthening institutional capacity, and improving healthcare outcomes across the region.
Discussions focused on key pillars of the health system, including health financing—particularly Kenya’s Social Health Insurance framework—Human Resources for Health (HRH), health commodity security, and digital health systems within the broader national digitisation agenda.
Dr. Toro outlined Kenya’s reform journey and shared implementation experiences, highlighting the country’s deliberate shift towards Universal Health Coverage (UHC), anchored on equitable access to quality and affordable healthcare services, financial risk protection, and strengthened primary healthcare systems.

The visit provided an opportunity for the Ugandan delegation to gain practical insights into improving efficiency, strengthening service delivery, and advancing system-wide reforms in public health facilities.
The engagement reaffirmed the importance of sustained regional collaboration, peer learning, and innovation in building resilient and sustainable health systems, and in advancing Universal Health Coverage across the region.
