Morocco’s Top Security Chief Joins Global Security Talks in Moscow

Morocco’s Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, is currently in Moscow representing the Kingdom at the 13th International Meeting of High Representatives for Security Issues. The high-level forum, held from May 27 to 29, brings together senior security and intelligence officials from over 100 countries, including states from the Global South, the East, and the Commonwealth of Independent States (CIS).

Organized by the Russian Security Council since 2010, the meeting serves as a vital platform for dialogue and coordination on global security challenges. Participants include representatives from key international and regional organizations such as the Shanghai Cooperation Organization (SCO), the Eurasian Economic Union (EAEU), and the Collective Security Treaty Organization (CSTO).

This year’s session was opened with a videoconference address by Russian President Vladimir Putin, who underscored the need for a new, fair, and balanced global security architecture. He called for equal security guarantees for all nations without undermining the sovereignty or interests of others. Russian Foreign Minister Sergei Lavrov and Security Council Secretary Sergei Shoigu were also in attendance.

Plenary sessions and thematic conferences tackled pressing global issues including the proliferation of terrorism, the increasing sophistication of cybercrime, and the transnational spread of organized crime. Discussions emphasized the need for stronger international mechanisms to counter these threats.

Speaking at the event, Hammouchi advocated for the creation of a “joint and indivisible” global security framework built on mutual respect and coordinated intelligence-sharing. “The duty of vigilance underlying our proactive efforts and shared responsibility requires the secure and immediate exchange of information on all identified or potential threats,” he stated, highlighting the importance of a win-win approach to international cooperation.

On the sidelines of the conference, Hammouchi held bilateral meetings with senior officials from several friendly and allied nations, including representatives of Russia’s Federal Security Service (FSB). These talks focused on enhancing collaboration and sharing strategies to combat emerging security risks.

Hammouchi’s participation reaffirms Morocco’s growing prominence on the international security stage. It also highlights the trust and credibility Moroccan security services continue to build through active engagement in global initiatives aimed at maintaining peace and stability.
