Mukuru Kwa Njenga Shooting: Court Orders Mental Assessment for Officers Accused of Killing Shukri Issaka

Plea taking for two police officers accused of killing 19 year old in Nairobi’s Mukuru area has been postponed after the High Court ordered that they first undergo mental assessment.

The officers, Patrick Mutunga Titus and Godwin Mwashuke Mjomba, were to take plea on Monday, February 2, 2026, before Makadara High Court Judge Muya Martin Mati in connection with the fatal shooting of Shukri Adan Ibrahim Issaka.

However, the plea was deferred and the court ordered that both officers be subjected to a mental examination to determine their fitness to stand trial.

Judge Muya also ordered the Deputy Registrar to appoint legal representation for Mwashuke after it emerged that he did not have a lawyer.

In addition, the court directed that the two officers be transferred from Capitol Hill Police Station to Industrial Area Remand Prison as they await the mental assessment.

ā€œI order that the two officers be taken for mental assessment, that counsel be appointed for the second accused, and that they be remanded at Industrial Area,ā€ Judge Muya ruled.

According to the Independent Policing Oversight Authority (IPOA), the fatal shooting occurred on January 11, 2026.

IPOA said it received a report of the incident and immediately deployed a rapid response team to the scene.

In an affidavit sworn by Senior Assistant Director of Investigations Abdrahaman Jibril, IPOA stated that at around 6:10 a.m., the deceased was intercepted by police officers within the Villa Police Station area and ordered to lie down.

IPOA alleges that after complying with the order, the man was shot once in the head. The bullet exited through the back of his head, and he died at the scene.

The body was later taken to Takwa Mosque in Mukuru Kwa Njenga, where a post-mortem examination confirmed that the cause of death was a penetrating gunshot wound to the head.

The oversight authority further informed the court that there were indications of possible interference with investigations, including the recording of what it termed a false police report after the shooting.

IPOA also disclosed that mobile phones belonging to the officers were seized and are yet to undergo forensic analysis.

The case is scheduled to be mentioned on February 17, 2026, for further directions.
