Mumias East MP Peter Salasya Summoned by NCIC Over Ethnic Hate Speech Allegations

Mumias East Member of Parliament, Peter Salasya, has been summoned to appear before the National Cohesion and Integration Commission (NCIC) today at 11:00 a.m. over an ongoing case related to alleged ethnic discrimination.

The lawmaker was charged on May 19 in a Nairobi court with hate speech, stemming from social media posts he made on May 10 via his X (formerly Twitter) account. According to the charge sheet, Salasya is accused of intentionally publishing content deemed insulting, inciting, and calculated to stir up ethnic hatred between the Luo and Luhya communities.

The charges fall under sections 13(1)(b) and 13(2) of the National Cohesion and Integration Act of 2008, which criminalizes the use of speech that promotes ethnic discrimination or hostility.

In a recent statement, the NCIC expressed growing concern over the rise in political intolerance in Kenya, noting that public platforms have increasingly been used to spread hate speech, personal insults, and incitement rather than foster unity.

NCIC Chairperson Rev. Dr. Samuel Kobia warned that the Commission would act firmly against violators of the law, reiterating its commitment to curbing divisive rhetoric in the country. “We will not hesitate to take legal action against individuals who breach the National Cohesion and Integration Act,” Kobia said.

MP Salasya is among several politicians currently under NCIC scrutiny for alleged involvement in hate speech and inflammatory conduct during public discourse.
