President Yoweri Museveni has directed local authorities across Kampala’s five divisions to conduct a detailed household census to enable more equitable allocation of funds under the Parish Development Model (PDM).
Speaking on Saturday, July 19, during a visit to Kyambogo Complex Parish in Nakawa Division, President Museveni emphasized that uniform allocations of UGX 100 million per parish are insufficient for densely populated urban parishes, and called for a data-driven review of funding structures.
“This is the kibalo (calculation) I want in towns: let’s know how many homes are in each parish so that we can allocate funds proportionally,” Museveni said, adding that Kampala parishes require more than UGX 1 million per household due to overwhelming demand.
The President’s remarks came during a meeting with PDM beneficiaries, where he praised Ms. Mbabazi Lillian, a poultry farmer who turned her UGX 1 million PDM allocation into a thriving agribusiness.
Mbabazi has now expanded into layer farming, producing six trays of eggs daily and running a side business selling juice and chips.
Inspired by her success, President Museveni donated UGX 10 million in cash and pledged to buy her two acres of land to support further expansion. He also awarded UGX 10 million to each PDM beneficiary in Kyambogo Complex Parish.
“I’m so grateful,” said Mbabazi, who noted that the initiative helped her recover from the economic shocks of COVID-19. “My children are back in school, I’ve saved UGX 3 million, and I’m no longer struggling.”
Accompanied by First Lady and Education Minister Janet Museveni, the President also addressed historical gaps in economic transformation, highlighting that only 4% of Ugandans were part of the money economy at independence.
He outlined Uganda’s traditional reliance on cotton, coffee, copper, tea, tobacco, and tourism — the “3 Cs and 3 Ts” — and emphasized the shift to his Four-Acre Model to drive household wealth creation.
President Museveni also defended his decision to phase out military involvement in Operation Wealth Creation due to alleged favoritism, stating: “Let’s give money directly to the people. If they misuse it, God is watching.”
He cited Kawempe Division as an example, where UGX 6.6 billion has been distributed across 22 parishes in the last three years, benefiting approximately 7,000 households.
As his nationwide PDM sensitization tour nears completion, Museveni will headline a final rally at Kololo Independence Grounds on Sunday, July 20, expected to draw thousands.
