Nairobi Officials Summoned Over Controversial Waste Firm

Nairobi County Assembly’s Environment and Natural Resources Committee has summoned Green Nairobi CEC Maureen Njeri and Environment Chief Officer Geoffrey Mosiria over the controversial formation of Green Nairobi Limited.

The officials, who failed to honour two previous summons, are expected to appear before the committee next Wednesday to explain the establishment of the waste management firm, amid claims of bypassing public participation and legal procedures.

In a letter dated April 16, 2025, the Assembly Clerk accused the officials of “undermining” the committee’s oversight role.

The committee now invokes Section 18 (2)(b) of the Powers and Privileges Act 2017 to compel their appearance.

Concerns include the lack of transparency in forming the company, the status of garbage collection in the city, and the fate of “Green Army” youth workers whose contracts under a 24-month agreement are expiring.

Kariobangi North MCA Joel Munuve warned of job insecurity, alleging a plan to absorb workers into a “scandalous” private entity.

Meanwhile, two legal petitions have been filed against top county officials, including Njeri and Mosiria, accusing them of irregularly acting as directors of the public company.

Petitioner Stephen Nyaga urged the court to bar them from office, citing misuse of public resources and violation of the Constitution.
