Nairobi Water Employee Arrested as EACC Enhances Crackdown on Forged Academic Documents

A Nairobi City Water and Sewerage Company (NCWSC) employee, Michael Kilonzo Mualuko, was on Tuesday, October 7, 2025, arrested and arraigned following investigations by the Ethics and Anti-Corruption Commission (EACC) over the use of a forged KCSE certificate to secure employment.

According to the EACC, Mualuko allegedly presented a falsified certificate purportedly issued by Bishop Ndingi High School, which he used to gain employment at the company. Investigations confirmed that the document was not genuine.

After completing its probe, the Commission forwarded the findings to the Director of Public Prosecutions (DPP), who approved criminal charges against the accused.

Mualuko was charged before Senior Principal Magistrate Ondieki with four counts forgery, uttering a false document, deceiving a principal, and presenting a forged certificate.

He pleaded not guilty to all charges and was released on a cash bail of Ksh 100,000 or an alternative bond of Ksh 1 million. The case will be mentioned on October 22, 2025.

In a statement, the EACC reaffirmed its commitment to upholding integrity in public service, vowing to continue taking “firm and decisive action” against individuals involved in document fraud and other corrupt practices.
