NPSC Called To Action Over Nakhumicha OCS Transfer Order

Civil societies have demanded that the National Police Service Commission (NPSC) take charge of its mandate of hiring, firing, and transferring police officers in Kenya.

Lobbies like HAKI Africa, Amnesty International, and Katiba Institute have joined forces in a joint statement, urging the NPSC to respect the National Police Service’s authority and mandate.

“We would like to remind the CS and all state and public officers that public lynching is not part of the principles of security governance nor policing in our democracy,” the statement read.

They also urge the Inspector General of Police, Japheth Koome, to exercise full command of the National Police Service, including denouncing public lynching of police officers.

Health Cabinet Secretary Susan Nakhumicha made the directive to transfer Matisi OCS John Thuo after violent clashes during anti-government protests.

Nakhumicha claimed she had the power to transfer the officer in her capacity as a CS and that her directive was final.

“…. I am giving an order, county commandant if you are here or you can hear me from wherever you are, by tomorrow (Sunday) the Matisi OCS should be gone,” Nakhumicha said over the weekend.

The Kenya Kwanza government is implementing a “one-government approach” where any CS can make pronouncements over roles outside their ambit.
