The Clerk of the National Assembly, Mr. Samuel Njoroge has urged Serjeant-at-Arms officers to strengthen coordination, security preparedness and professionalism as legislative institutions amid evolving security, technological and political challenges.

Speaking during the 3rd National Conference of Serjeant-at-Arms in Machakos County, Mr. Samuel Njoroge said the forum comes at a critical time, with about 500 days to the polls, calling for early institutional preparedness across both national and county legislatures.

“It gives me honour to be here today and to address this gathering that brings together Serjeant-at-Arms from Parliament and County Assemblies. This is very timely ahead of the upcoming elections,” said Clerk Njoroge.
The conference, held under the theme, “Future Proofing Legislative Support Functions in Times of Change ,” has brought together officers from the Senate, National Assembly and over 30 County Assemblies, alongside regional and international delegates, to deliberate on emerging security threats, technological disruptions and shifting political dynamics.
Mr. Njoroge underscored the central role played by Serjeant-at-Arms officers in safeguarding legislative institutions, noting that order and dignity in Parliament are a direct reflection of their work.
“The order that we see, the dignity that we see in our legislative institutions, is because of the discipline and commitment that you bring. I am always delighted to see uniformed officers at the forefront working to restore order,” he said.

He emphasized that despite serving in different institutions, officers share a common mandate of upholding decorum and ensuring smooth legislative operations.

“It reminds us that even though we work in different institutions, we work together,” he added.
The National Assembly Clerk pointed out the role of the Serjeant-at-Arms has evolved beyond ceremonial duties to encompass security management, protocol enforcement and ensuring the smooth running of legislative business in increasingly complex environments.

“You stand at the intersection of ceremony and order,” Mr. Njoroge told the officers, urging continuous capacity building and harmonisation of operations across all legislatures.
The 3 day conference seeks to strengthen institutional linkages between Parliament and County Assemblies, standardize security and procedural frameworks, and enhance resilience against political and technological disruptions.
