New ICT Boss To Replace Slain Msando

The Independent Electoral Commission Boundaries (IEBC) has appointed three senior directors to assist with streamlining electoral operations ahead of the August 9 election. 

Michael Ouma was appointed as the Director for Information Communication Technology (ICT) in an announcement made by the Commission Chairman, Wafula Chebukati, replacing Chris Msando, who was brutally killed in 2017. 

The IEBC also named Chrispine Otieno as Director of Legal Services, and Ruth Kulundu as Deputy Commission Secretary in charge of Operations.

The appointment occurred just one day after the Commission named Hussein Marjan as its Secretary and Chief Executive Officer, succeeding Ezra Chiloba. 

The death of former ICT Manager Chris Msando, who was in charge of the 2017 computerized voting system, remains a mystery to the commission. 

Msando was discovered dead in July, only weeks before the August 2017 elections. His corpse was discovered mangled and discarded in Thika, and an examination revealed that he had been tortured to death.
