NHIF Graft: Procurement Officer Exposes Rot In Management

The sixth witness in the loss of Ksh 49 million in NHIF, where former CEO Simeon Ole Kirgotty and others are charged with fraudulent acquisition of the funds, testified before Chief Magistrate Victor Wakumile at Milimani Law courts.

Ms. Agusta Njue, a procurement expert from the Public Procurement Regulatory Authority, testified in court about how the accused violated procurement laws in the procurement of an Integrated Revenue Collection Management System.

According to the witness, the accused entered into a contract of unknown value due to future deductible commissions from information on payments relayed to NHIF after payment of Ksh.49.5M, which was also greater than the proposed and approved Ksh.30M.

In effect, their actions cost the taxpayer more than $1 billion.

She also told the court that the then-CEO and senior officials illegally extended the contract for the said item after it had long expired and used the single-sourcing method inappropriately.
