The National Transport and Safety Authority (NTSA) has withdrawn its earlier public notice announcing the rollout of the instant fines management system.
In a statement dated March 27, 2026, NTSA said the decision was informed by the need to allow the public to better understand the procedures and legal framework governing the handling of minor traffic offences.
The authority noted that the system, which had initially been scheduled to go live following a notice issued on March 9, 2026, would be reviewed to ensure clarity and alignment with existing laws, particularly Section 117 of the Traffic Act.

NTSA said it would issue further communication outlining standard procedures on the administration of instant fines and minor traffic offences to avoid misinformation among road users.
“The Authority will communicate the standard procedures aligned to the provisions of the existing laws on handling of instant fines and minor traffic offences to avoid any misinformation and provide clarity,” the statement read.
The regulator reaffirmed its commitment to road safety, noting that fair, consistent and predictable enforcement of traffic penalties remains key to reducing accidents and fatalities on Kenyan roads.
NTSA added that it remains focused on ensuring effective implementation of traffic laws while maintaining public confidence in enforcement mechanisms.
