ODPP Orders Arrest of Isiolo Governor Guyo Over Kidnapping and Robbery

The Office of the Director of Public Prosecutions (ODPP) has ordered the arrest of Isiolo Governor Ibrahim Abdi Hassan, also known as Guyo, and seven others over alleged involvement in kidnapping and robbery with violence.

In a statement on Friday, September 5, the ODPP confirmed that the case originated in Machakos before being referred to Nairobi for an independent review due to its public significance.

“On June 19, 2025, the ODPP in Machakos received an inquiry file from the DCI Kiyumbi concerning Isiolo Governor Ibrahim Abdi Hassan alias Guyo and seven others. Owing to its significant public interest, the file was referred to ODPP Headquarters in Nairobi for impartial review,” the statement read.

Investigations linked the governor and his associates to an incident involving former Isiolo County Chief Officer of Health, Abdirahaman Mohamed, and several MCAs who supported Guyo’s impeachment.

According to the ODPP, the victims were attacked while meeting at Outbark Hotel in Maanzoni, Machakos County.

Abdirahaman was disarmed, kidnapped, and later abandoned in Ruai after being blindfolded, beaten, and threatened.

During the ordeal, he lost a licensed Glock pistol with 15 rounds, an iPhone 16, Ksh70,000 in cash, and other personal items.

CCTV footage reportedly placed the governor and seven others Abdullahi Jaldesa Banticah, Dade Boru, Abdirashid Ali Diba alias Ngila, Abdinur Dima Jiilo, Ahmed Duale, Josephat Mwangi Komu, and Yusuf Maina at the scene.

“Based on the presented evidence, the DPP has directed the DCI to apprehend and arraign all the above suspects to face charges of kidnapping with intent to cause grievous harm and robbery with violence,” the ODPP stated.

The directive comes just days after Bomet Governor Hillary Barchok was arrested and charged with conflict of interest, money laundering, and other offences linked to Ksh2 million in questionable county contract payments.

Barchok is accused of acquiring private interest in contracts awarded to Chemasus Construction Limited between November 2019 and March 2021.

Prosecutors further allege he laundered the proceeds through suspicious bank transfers, including payments of Ksh300,000, Ksh314,000, Ksh100,000, and Ksh750,000.

The ODPP said the financial transactions were consistent with money laundering patterns meant to conceal the source of illicit funds.
