Gor Mahia appoint Brazilian Leo Neiva to take over from McKinstry

Record Kenyan champions Gor Mahia have appointed Brazilian tactician Leonard Martins Neiva, popularly known as Leo Neiva as their new head coach taking over from the successful Johnathan McKinstry.

Neiva, a former coach at Tanzania’s Yanga where he won both the 2014/15 league title and the Super Cup (the Community Shield), was officially presented by club chairman Ambrose Rachier on Monday 1 July 2024 and is expected to hit the ground running immediately.

The Brazilian, who joins K’Ogalo from Ugandan outfit Vipers, will be entrusted with leading K’Ogalo back to the 24/25 CAF Champions League where the team is returning to continental football for the first time since 2021 after lifting a record-extending 21st title.

Neiva will be deputized by former Gor Mahia head coach Zedekiah ‘Zico’ Otieno who makes a return to the club he once played for before transitioning into coaching.

Michael Nam, who was McKinstry’s assistant, will also remain in the same role in a new development that will see two assistant coaches at the club.

Neiva, who is a CAF A license holder, UEFA Pro and CBF Pro License holder, has also had coaching roles at America CF, Platinum Stars, Bonsucesso-RJ, Yadanarborn FC and at Rakhine United between 2011-2012.

Neiva also worked at Associacao Atletica Francana, Montego Bay United, the Saint Kitts and Nevis national team.

Between 2021 to 2022, he worked at Sudan and CECAFA region heavyweights Al-Merrikh but was sacked after just 51 days, without managing an official game.

He joined Vipers in July 2023 before being shown the door in December 2023.

Senator Cherargei Calls for Disbandment of the EACC

Nandi Senator Samson Cherargei now wants the Ethics and Anti-Corruption Commission (EACC) to be disbanded.

Speaking in the flour of the Senate on Wednesday, July 3, Cherargei said the commission has failed to deal with corruption cases both at the national and county levels.

“I propose that EACC must be disbanded forthwith with capital letters. They have failed from national to counties. In fact, when you steal they come and see you behind the tent and slap you on the wrist and go away,” said Charargei.

The UDA Senator claimed that three-quarters of current governors would be in jail over graft if EACC was serious in its work.

Cherargei acknowledged that the commission is not well funded but said EACC should be restructured and redeveloped to earn back the trust of Kenyans.

“If today EACC was serious three-quarters of the governors would be in jail by now. Even some people serving in State offices should be in jail but EACC has failed us.

“While I agree they don’t have enough resources it is time we disband EACC and restructure, and redevelop it to win back the confidence of this republic going into the future,” said the Nandi Senator.

Further Cherargei claimed that the Justice and Legal Affairs Committee (JLAC) invited EACC and the commission informed them that they had done only one conviction.

“I have been privileged to serve as the JLAC chair, and I remember we did invite EACC in the last session, the only conviction had done is a bribery of Sh 20,000. What are telling Kenyans, what are we telling Gen Z when they can see this club you have built somewhere in a town is from proceeds from crime,” Cheragei added.

Azimio Asks Elected Leaders to Reject SRC Pay Rise

The Azimio la Umoja coalition has instructed elected leaders to reject the salary increase proposed by the Salaries and Remuneration Commission (SRC).

Speaking on Wednesday, July 3, Azimio co-principal Kalonzo Musyoka said the salary increase of senior government officials, MPs, MCAs, and Senators is aimed at diverting the public attention from real issues.

“We also note with concern the intention to divert the public attention from the real issues by purporting to adjust the salaries of senior state officers, members of parliament, members of county assemblies, and governors upwards at a time when the country’s economy is not doing well. We urge our members to reject the salary increment,” said Kalonzo.

“We urge our members to reject the salary increment. We call on all Kenyans to unite and defend the values of justice, democracy, and peace which this country has ignored.”

National Assembly Minority Leader Opiyo Wandayi, who attended the Azimio press address, announced that he and his deputy Robert Mbui had turned down the pay rise.

Instead, Wandayi advised the Treasury to reallocate the funds towards the hiring of Junior Secondary School (JSS) teachers among other uses.

“I just want to clarify to the nation that it is a matter of fact that Gen Z and the public have been calling for a reduction in salaries paid to senior state officers including the MPs. Therefore, it will be insensitive for us as MPs to accept any purported salary increment among the rich,” Wandayi told journalists.

“I want to go on record that I, together with my deputy Hon Mbui, have rejected in totality the purported salary increment by the SRC and we are asking the National Treasury to re-allocate that money towards employing the JSS teachers and health workers and helping the youth without gainful employment. I urge my fellow members to follow suit.”

In a gazette notice, SRC increased National Assembly Speaker Moses Wetang’ula ‘s monthly salary to Sh1,208,362, up from Sh1,185,327, while his Senate counterpart Amason Kingi’s monthly pay was increased to Sh1,208,362.

Majority and minority leaders of both Houses will receive a new monthly salary of Sh800,019, up from Sh784,768 while MPs’ and senators’ salaries were raised to Sh739,600, up from Sh725,502.

SRC raised Prime Cabinet Secretary Musalia Mudavadi’s monthly pay to Sh990,000, up from Sh957,000.

Other CSs will also receive a monthly salary of Sh990,000, up from Sh957,000, while principal secretaries will receive a monthly pay of Sh 819,844, up from Sh792,519.

The commission raised governors’ monthly pay from Sh957,000 to Sh990,000, while all MCAs had their salaries increased to Sh164,588 per month.

Further the commission increased the salaries for Police Inspector General Japhet Koome, National Intelligence Service (NIS) Director Noordin Haji, Director of DCI Amin Mohamed, and their deputies.

I Tender My Unreserved Apology to the Country – Senate Majority Leader Aaron Cheruiyot Says

Senate Majority Leader Aaron Cheruiyot has apologised for any acts he committed or omitted that contributed to the current state of the nation.

Speaking in the Senate on Wednesday, July 3, when he moved a motion to allow senators discuss the anti-government protests around the country, the lawmaker disclosed that he had deeply reflected on his own journey.

“As I begin, I wish to personally, not necessarily as the Senator for Kericho County but as a leader and someone whom God has granted the opportunity to serve in a position of responsibility in this country, tender my unreserved apology to the country, either by commission or omission, for everything that I have contributed into getting us into the mess we are in.

“I have reflected deeply over the last few days, looking through my own journey and asking myself serious questions. I tried to put myself in the shoes of ordinary citizens and understand how they feel about me at this moment. I tried to retrace my steps, considering what I could have done better,” Cheruiyot stated.

The Kericho senator further intimated that there were nights that he contemplated quitting but maintained that quitting was not the solution at the moment.

“I have to be sincere that there were days in the night that I contemplated even quitting and saying perhaps other people can do it but this is not the time to quit. Quitting doesn’t solve and get us out of the hole we are in,” Cheruiyot remarked.

The lawmaker stated that it was not a time to apportion blame, adding that the Senate was intending to pursue any means to heal the country.

On the salary increase by the Salaries and Remuneration Commission, Cheruiyot asserted that the senate must make a resolution to even reject the yearly increment.

The senator argued that the SRC must speak to the nation and explain how public spending on wages and salaries can be reduced, even if it means taking a pay cut.

His remarks came even as the country witnessed widespread protests in the past few weeks, mainly due to the government’s tax policies.

Nairobi Senator Edwin Sifuna rejects Ksh14K salary increase proposal by SRC

Nairobi Senator Edwin Sifuna has rejected the Salaries and Remuneration Commission (SRC) proposal to increase his salary by Ksh14,000.

In a statement posted on his X account on Thursday June 3, 2024, Sifuna noted that it was wrong for SRC to recommend a pay rise for legislators and other senior government officials at a time when Kenyans are protesting over several issues including extra taxation.

This was after (SRC) gazetted pay rise for Senators, MPs, governors, MCAs, cabinet secretaries and other senior government officials.

“Let’s be clear what we are talking about here. The SRC is proposing to add me 14k on my salary. I didn’t ask for it.

“I don’t need it. It’s still money, in a country where many have no income, but for perspective I pay close to 300k in income tax every month.

“I will not fight for 14k extra when the whole country is saying we need to lessen taxpayer burden. I don’t want this 14k. Ikae,” Sifuna stated.

In the new proposed salaries, which are effective July 1, 2024, members of the National Assembly and the Senate will also take Sh739,600 as gross salary, up from Sh725,502.

At the same time, Speakers of the National Assembly and Senate will each earn Ksh1,208,362 starting this month, up from their current pay of Ksh1,185,327.

Deputy Speakers will be entitled to a monthly salary of Ksh966,690 monthly, while Majority and Minority leaders in both Houses of Parliament will earn Ksh800,019.

Meanwhile, Principal Secretaries, Inspector General and Director General NIS will now earn Ksh819,844 up from a monthly salary of Ksh792,519.

In addition, Deputy Inspector General Kenya Police and Administration police, the Director of Criminal Investigations will receive Ksh684,233 monthly from the current Ksh652,742.

Salaries for Prime Cabinet Secretary and other Cabinet Secretaries will increase to Ksh990,000 from Ksh957,000.

County Governors pay was increased to Ksh990,000, while Members of County Assemblies (MCA) will earn Ksh164,588 monthly.

However the salaries of the President and his deputy will remain the same in the new changes announced by the SRC.

How goons armed with stones, catapults and slings invaded Bondo Police Station

Police in Bondo, Siaya have arrested a suspect believed to be among the goons who attacked a police officer during anti-government protests on Tuesday, July 2, 2024.

The suspect, Sostine Otieno, is among the people captured in a viral clip showing civilians attacking the police officer, who is now admitted in hospital.

In a statement on Wednesday, July 3, 2024, the Directorate of Criminal Investigations (DCI) said it was pursuing more suspects believed to have attacked the policeman.

“Manhunt is underway for goons who yesterday invaded Bondo Police Station while armed with crude weapons including stones and catapults, slings, petrol bombs and other concealed weapons, seriously injuring several police officers and maliciously destroying property,” the statement read in part.

“Already, one of the suspects (Sostine Otieno) captured in a phone recording attacking a police officer and leaving him sprawled on the tarmac before robbing him of his anti-riot gun (launcher) has been arrested and the gun recovered, as pursuit for his accomplices who have since been identified heightens.”

Police say the officer who was captured on camera being attacked is admitted at a Bondo hospital in a critical condition.

“Meanwhile, the officer whose life was saved by good Samaritans is admitted in critical condition at a Bondo hospital. Most of the other officers and members of the public who were also injured in the attack have been discharged,” DCI added.

Two people killed for allegedly stealing during Tuesday’s protests in Mlolongo

The anti-government protests in Mlolongo, Machakos County were tragic on Tuesday July 2, 2024, after two individuals lost their lives in what police described as mob justice.

According to reports from local authorities, the victims were suspected to be part of a group of alleged troublemakers who had infiltrated the peaceful protests along the Nairobi-Mombasa Highway.

Athi River East Sub County Police Commander Anderson Mbae confirmed the deaths, noting that the incident occurred amidst heightened tensions during the demonstrations.

“There were two reported deaths of unknown male adults who were victims of mob justice. They were lynched by demonstrators after they were allegedly found stealing from the public,” Mbae said.

Eyewitnesses detailed a tense scene where one of the suspects reportedly assaulted a resident with a metal bar, prompting nearby bystanders to intervene forcefully.

The altercation stemmed from an alleged robbery of a mobile phone, triggering a swift and violent response from onlookers who responded to the victim’s distress call.

Mbae further clarified that no injuries resulting from the protests had been formally reported to police by the time of his statement.

However, he noted incidents of property damage, including the vandalization of a Safaricom customer care shop and a local bar.

“Property of unknown value was looted from the two businesses. We have no any other reported thefts or damages,” Mbae affirmed.

However, calm has gradually returned to Mlolongo town, with authorities working to assess the aftermath of the protests and maintain public order.

The situation remains fluid as authorities seek to ensure that such incidents do not undermine the broader objectives of the demonstrations.

Anti-doping agency sharpens its tools for Paris Olympics

In the battle against drug use at the Paris Olympics, the International testing Agency (ITA) plans to deploy a more streamlined, high-tech approach to identify and target potential cheats.

In an interview with AFP, Benjamin Cohen, Director General of the ITA, said potential tools as its disposal included biological and performance passports as well as a mountain of other data.

Upgraded software, possibly using artificial intelligence, could also help; an investigative unit aided by whistleblowers was making inroads; and increased cooperation with sports bodies and police was bearing fruit.

ITA, which was founded in 2018, runs the anti-doping programme for the Olympics, the Tour de France and “more than 65 international organisations”, said Cohen.

The challenge was to refine the “risk analysis” and identify athletes to monitor using as little time and resources as possible, said Cohen, a Swiss lawyer who has headed the agency since its creation.

The problem is accentuated in the run-up to the Paris Games.

“We still have 30 000 potentially qualifying athletes and we cannot wait to have the final list to focus on the 11 000 participants,” Cohen said.

“Certain doping practices enable athletes to achieve results very quickly,” he said. “Traditionally the pre-Olympic period is high-risk time…the last moment to make a difference. Athletes know that they will be very closely monitored at the Olympics, so I would hope that very few, if any, will be tempted to take drugs in the Olympic Village in Paris.”

At the Games, only medallists are automatically tested, but ITA wants to find ways to target potential dopers before the finish.

Cohen said ITA tries to identify patterns. They look at the demands of each discipline and the substances it might tempt athletes to use. Then ITA looks at delegations and “the history of doping in that country”. Finally, it scrutinises each individual athlete and “the development of his or her performances, any suspicious biological passport profiles, suspicious anti-doping tests, and so on.”

“That’s hundreds of thousands of pieces of data.”

‘RISK ANALYSIS’

“Today we have our own software, and the next stage” will involve “programming computers to extract this data, because we still do a lot of this work manually.”

After that, the ITA hopes to “seize all the opportunities offered by artificial intelligence”, provided “we use these new tools ethically.”

“If it’s done properly,” he said. “AI will enable us to go much further in risk analysis and prediction.”

ITA is developing a “performance passport” as a counterpart to the long-established biological passport.

The objective is to “predict results on the basis of what an athlete has done over the last four years”, said Cohen.

“Artificial intelligence will enable us to say: ‘this is really an unusual result, which could suggest doping’,” he said. “It could help us flag them.”

The performance passport project was initially tested in swimming and weightlifting, two indoor sports where athletes compete in identical environments each time.

Weightlifting also happens to be one of the two sports, along with athletics, that have returned, between them, the vast majority of positive tests at Summer Olympics.

In 2021, ITA carried out “a major investigation into weightlifting” and that enabled them to set up a specialised unit in cooperation with the sport.

FOCUS ON CYCLING

It now has more than ten such units. “Cycling is a particular focus” but “other sports are beginning to understand the benefits of gathering intelligence, having anonymous sources and promoting whistleblowers.

“It’s a new method that complements traditional testing.”

Cohen said ITA has been working to build links with law enforcement and exploit ‘synergies’.

“They are bearing fruit,” he said, referring to the case of 23-year-old Italian cyclist Andrea Piccolo, arrested on June 21 by the Italian Carabinieri who caught him returning to the country with growth hormones.

“ITA asked the Italian authorities to open his luggage, which would not have been possible six years ago,” Cohen said.

“We carry out the controls, we monitor the performances of these athletes, we know the networks, the doctors involved and the drugs they are taking. And they can seize and open suitcases and enter hotel rooms.”

Brazil held by Colombia in Copa America, to face Uruguay quarterfinal

Colombia came from behind to grab a 1-1 draw with Brazil on Tuesday, ensuring their qualification to the Copa America quarterfinals as group winners.

An equalizer from Daniel Munoz in first half stoppage time was enough to earn Colombia a share of the spoils after Raphinha had fired Brazil into the lead with a sublime 12th-minute free-kick at Levi’s Stadium in Santa Clara, California.

The result means Colombia advance to the knockout rounds as winners of Group D, where they will face Group C runners-up Panama in Glendale, Arizona, on Saturday.

But Tuesday’s draw means Brazil will face a titanic showdown in Las Vegas on Saturday against arch-rivals Uruguay, winners of Group D with a perfect record.

Brazil goalscorer Raphinha insisted the five-time world champions would be unfazed at the prospect of playing Uruguay.

“Our team is evolving with each game, with each training session and we think we’re on the right track,” Raphinha said.

“Unfortunately it wasn’t the result we wanted, and it wasn’t the position that we wanted to qualify for the quarterfinals in.

“But whoever wants to be champion shouldn’t be worrying about who they play in the next round; we have to be prepared for anyone.

“If we want to win this competition we have to be prepared to play our best.”

VINICIUS JR OUT

Brazil will head into the quarterfinals without Real Madrid star Vinicius Jr, who picked up his second yellow card of the tournament for a reckless early foul on James Rodriguez on Tuesday.

Colombia playmaker Rodriguez had alarm bells ringing among Brazil fans from the ensuing free-kick, just clipping the top of the bar with goalkeeper Alisson beaten.

But although Colombia made the smoother start it was Brazil who took the lead after 12 minutes, with Raphinha curling a sensational free-kick into the top corner to make it 1-0.

Colombia however continued to threaten, Rodriguez volleying over the bar on the turn after 16 minutes.

Rodriguez thought he had set up Colombia’s equalizer three minutes later, supplying a pinpoint cross from a free-kick on the right for Davinson Sanchez to home.

The goal was ruled out for offside after a VAR review.

Tempers threatened to boil over midway through the first half, and Venezuelan referee Jesus Valenzuela issued three yellow cards in quick succession to Colombia’s Deiver Machado and Jefferson Lerma along with Brazil’s Joao Gomes.

Colombia looked the more assured side throughout the first half and in stoppage time their slick play got its reward, with Crystal Palace wing back Munoz blasting home after being released by a superb pass from veteran forward Jhon Cordoba.

Colombia – who have now gone 26 international games unbeaten since a defeat to Argentina in early 2022 – looked comfortable through the second half and should have wrapped up victory in the final minutes only for substitute Rafael Borre to shoot over from eight yards with the goal gaping.

In Tuesday’s other Group D game Costa Rica defeated Paraguay 2-1 in Austin to finish in third place.

Alvarez, Otamendi named in Argentina squad for Olympics

Argentina have named Julian Alvarez and Nicolas Otamendi in their squad for the Olympic Games in Paris despite both players taking part in the ongoing Copa America in the United States.

The 18-man Olympic squad is being coached by Javier Mascherano and the two-times gold medal winner called up 36-year-old Otamendi and 32-year-old goalkeeper Geronimo Rulli among his overage players.

Both Manchester City’s Alvarez and Benfica’s Otamendi have already played over 50 games this season for club and country.

Along with Rulli, who is also in the Copa America squad, the trio are set to join Mascherano’s squad after the tournament, where Argentina are in the quarterfinals.

World Cup winner and Argentina captain Lionel Messi had already ruled out playing at the Olympics, with the 37-year-old citing the need to manage his workload.

The men’s football tournament at the Olympics begins on July 24, just 10 days after the Copa America final. Argentina are grouped with Morocco, Iraq and Ukraine in the 16-team tournament.
