Al-Shabaab Child Soldier Recruiter Convicted At The Kahawa Law Courts

The Kahawa Law Courts have convicted Abdikarim Hassanow Hassan under the Prevention of Terrorism Act, 2012, in a case prosecutors said revealed a coordinated effort to recruit and radicalise individuals for extremist activities.

According to the prosecution, Hassan was found to have been an active member of Al-Shabaab, a group designated as a terrorist organisation under Kenya Gazette Notice No. 12585 of 2010. The court heard that his activities were part of a broader network aimed at strengthening the group’s operations through local recruitment and ideological influence.

The charges stemmed from events on or before April 2, 2024, at Kehancha Township in Migori County, where the accused was said to have played a key role in advancing the group’s agenda.

The court was told that Hassan targeted a minor, whom he allegedly lured with promises of financial gain, military training and religious incentives. He is said to have gone further to facilitate plans for the minor to travel to Somalia to join the militant group.

Prosecutors presented evidence indicating that the accused provided logistical support, including guidance on travel routes and financial assistance, as part of the recruitment process. They argued that his actions demonstrated a deliberate attempt to groom the minor for involvement in terrorism-related activities.

In its ruling, the court found that the prosecution had established its case beyond reasonable doubt, noting that the evidence pointed to a structured effort involving recruitment, radicalisation, and facilitation.

Trial Magistrate Ombewa held that the accused had played multiple roles within the alleged network, including acting as a recruiter and facilitator.

“I find that Prosecution established a troubling narrative of facilitation, ideological indoctrination, and preparation, and proved beyond reasonable doubt that the accused was the author, financier, recruiter, and radicaliser as charged,” the magistrate ruled.

The matter will be mentioned on April 20, 2026, when the court is expected to give directions on sentencing.

DCI Busts Drug Syndicates in Kibra in Twin Anti-Narcotics Operation

Detectives from the Anti-Narcotics Unit (ANU), supported by officers from the Anti-Terrorism Police Unit (ATPU) and the Operations Action Team (OAT), have dismantled two suspected drug trafficking networks in Karanja area within Kibra Sub-County following a coordinated multi-agency operation.

The operation, which was based on intelligence-led investigations, targeted residential premises believed to be linked to the distribution of narcotic drugs and psychotropic substances.

In the first raid, officers conducted surveillance on a house associated with 51 year old Ahmed Juma Wanjiru before moving in to carry out a search.

During the operation, detectives recovered 14 packages containing dry plant material suspected to be narcotics, packaged in ziplock and non-woven bags, indicating possible intent to distribute.

Also seized were empty packaging materials, two digital weighing scales, and Ksh31,700 in cash believed to be proceeds of the illicit trade. Officers further recovered an international vaccination certificate bearing the suspect’s name and a Samsung Galaxy A05 mobile phone with a Safaricom SIM card.

Wanjiru was arrested at the scene and taken into custody, with the recovered items secured as exhibits pending further analysis.

In a second, related operation within the same locality, detectives targeted another residence occupied by Sofia Burhan Marjan following additional intelligence on ongoing narcotics distribution.

A search of the premises yielded seven packages of dry plant material suspected to be drugs, additional quantities stored in a basin and two more packages containing rolled substances.

Officers also recovered four weighing scales, packaging materials, scissors, a smoking pipe and other items associated with the preparation and sale of narcotics.

Investigators further seized documents including a cash bail receipt, a charge sheet and witness statements bearing the suspect’s name, suggesting prior involvement in criminal proceedings.

Marjan was arrested and taken to Muthaiga Police Station, where she remains in custody as investigations continue. All recovered exhibits have been transferred to the DCI headquarters for forensic examination and safe storage.

The Directorate of Criminal Investigations said the twin operations highlight ongoing efforts to dismantle drug trafficking networks and curb the spread of narcotics within urban communities.

Authorities have urged members of the public to continue sharing information that may assist in identifying and disrupting illegal drug operations.

Fresh Twist in Moi High School Kabarak Case as Disgruntled Parent Accuses School of Defying Court Order

New details have emerged in the ongoing legal battle involving Moi High School Kabarak, with the parent of a Form Four student now accusing the institution of defying a High Court order directing the learner’s immediate re-admission.

In a further affidavit filed before the High Court in Nairobi, Evans Mbicha Ayiema, who is suing on behalf of his son identified as M.L.A, through his lawyer, Danstan Omari, claims that the school failed to comply with orders issued on March 12, 2026, requiring the student to be unconditionally readmitted by 5:00 p.m.

Ayiema told the court that he travelled to Nakuru with the student on the same day in an effort to comply with the court’s directive, but encountered resistance from the school administration.

According to the affidavit, attempts to reach the school principal, Mrs. Elishabah Cheruiyot, for guidance on the re-admission process were unsuccessful, as messages sent went unanswered.

He further stated that upon arrival at the school, security personnel denied them entry, indicating that access required express authorization from the principal.

“Upon arrival at the gate of Moi High School Kabarak, I was denied entry by security personnel who stated access required express authorization from the principal,” he deposed.

The parent also claims that while they were at the school premises, part of the first-term school fees was refunded to his wife’s bank account, a move he interpreted as inconsistent with the court’s directive on re-admission.

Bank records attached to the affidavit show that a sum of Ksh73,500 was credited to an account in the name of Peninah Maruna Mareru on March 12, 2026, with subsequent withdrawals made through mobile transactions.

Ayiema further alleges that the school later communicated that he should desist from pursuing the matter, citing that KCSE candidates had already been registered with the Kenya National Examinations Council (KNEC).

Despite receiving a later message from the principal indicating that the school was “awaiting the child,” he maintains that they were still denied entry, with the principal allegedly declining to take his calls.

He told the court that a subsequent attempt to access the school on a later date also proved unsuccessful, with staff allegedly avoiding communication and declining to facilitate the student’s return.

The affidavit has now introduced fresh questions over whether the school complied with the court’s orders, as the matter continues to unfold before the High Court.

The case, filed under Judicial Review Application No. E059 of 2026, pits the student’s parent against the school’s administration and board, with the Ministry of Education and the County Director of Education listed as interested parties.

The dispute stems from the student’s earlier suspension over alleged disciplinary issues, which the parent has challenged as unlawful, arguing that it violates the learner’s right to education.

High Court Dismisses Bid by Mandera Convict to Serve Sentence on Probation

The High Court in Garissa has dismissed an application by a Mandera woman seeking to have the remainder of her prison sentence converted to a non-custodial term, ruling that the court lacks jurisdiction to review the sentence at this stage.

In a ruling delivered on March 17, 2026, Justice J.N. Onyiego declined the application filed by Jamila Maalim Hussein Eymoi, who had asked the court to consider releasing her on probation, citing rehabilitation, remorse and family responsibilities.

Eymoi was initially charged before the Mandera Law Courts in Criminal Case No. E163 of 2021 with offences relating to possession of a firearm and ammunition without a valid certificate, as well as unlawful entry into Kenya. The prosecution had told the trial court that she was found on April 20, 2021, at Busley in Mandera East Sub-County in possession of an AK-47 rifle loaded with 13 rounds of 7.62mm ammunition.

She was convicted on the first two counts and sentenced to 20 years’ imprisonment for possession of a firearm and 10 years for possession of ammunition, while she was acquitted on the charge of unlawful entry.

Dissatisfied with the decision, she appealed before the High Court in Criminal Appeal No. E050 of 2022, where the court reduced the 20-year sentence to seven years while maintaining the 10-year term, ordering that the sentences run concurrently from August 1, 2022.

She later filed another application in 2025 seeking review of the sentence, which the court dismissed save for a reduction equivalent to the time she had spent in remand custody.

In her latest application dated December 19, 2025, Eymoi urged the court to review her sentence once more and allow her to serve the remainder under probation, stating that she had reformed, was remorseful and needed to return home to care for her five children.

However, the prosecution opposed the application, arguing that the court had already determined the matter and was therefore functus officio and further maintained that the offences were serious and did not warrant a non-custodial sentence.

In his ruling, Justice Onyiego agreed with the prosecution, holding that once a court has pronounced itself on a sentence, it cannot revisit the matter unless through an appellate process.

The judge noted that the applicant had already exercised her right of appeal and had even filed a similar application previously, terming the latest application an abuse of the court process.

“Once a judge or judicial officer has pronounced a sentence, he or she becomes functus officio,” the court held.

The court consequently dismissed the application for lack of merit, leaving the earlier sentence in force.

Government Declares March 20 Public Holiday for Eid ul-Fitr

The government has officially declared Friday, March 20, 2026, a public holiday to mark Eid ul-Fitr, according to a special issue of the Kenya Gazette published on March 18, 2026.

In a gazette notice issued under the Public Holidays Act (Cap. 110), the Cabinet Secretary for Interior and National Administration, Kipchumba Murkomen, announced the holiday to allow Muslims across the country to celebrate the end of the holy month of Ramadan.

“It is notified for the general information of the public that, in exercise of the powers conferred by section 2 (1) of the Public Holidays Act, the Cabinet Secretary declares that Friday, the 20th March, 2026, shall be a public holiday to mark Eid ul-Fitr,” the notice reads in part.

Eid ul-Fitr is one of the most significant religious celebrations in the Islamic calendar, marking the conclusion of a month-long period of fasting, prayer, and reflection observed by Muslims worldwide.

The declaration means that government offices, schools, and most businesses will remain closed on the day, allowing Kenyans of the Islamic faith to observe the holiday with family and community.

The announcement follows the tradition of officially gazetting public holidays to ensure nationwide observance in accordance with the law.

22-storey building partially collapses in Westlands, two workers trapped

Two workers have been trapped inside a collapsed building in Westlands, Nairobi County

The Kenya Red Cross reports that the building collapsed on Wednesday night, where four workers were initially trapped. 

Two were rescued, leaving two others trapped inside the building that was under construction. The two escaped unhurt. 

“Rescue efforts are ongoing, with the status of those trapped yet to be confirmed,” said the Kenya Red Cross. 

The tragedy follows a similar one in Kericho, where one person was killed, and three others were rescued following the collapse of a three-storey building in Chesanga village Kipchebor Ward, Kericho County.

The Kericho incident was confirmed by Kericho County Commissioner Jeremiah Mwai Gicheru, who said all relevant agencies from both levels of government were present and took part in the rescue operation.

Kericho County CECM for Public Service Jonathan Korir led the rescue operations, coordinating efforts among emergency responders and volunteers at the scene.

Likewise, another four people died after a building collapsed at Blue Estate in Shauri Moyo, Nairobi, on March 16, during an attempted demolition along the Nairobi River riparian corridor.

The Ministry of Interior stated that the building was among those earmarked for removal under the ongoing Nairobi River Regeneration Project, being implemented by the Nairobi Rivers Commission.

The ministry said reports indicated some individuals may have been trapped in the collapsed structure. Four were rescued, one of whom sustained minor injuries and was taken to hospital.

UDA reschedules Emurua Dikirr constituency nominations to March 27

The United Democratic Alliance (UDA) has rescheduled its party nomination exercise for Emurua Dikirr Constituency in Narok County.

The party’s National Elections Board (NEB) said the nominations, initially slated for Saturday, March 28, will now be held on Friday, March 27, 2026.

In a statement on Wednesday, the board indicated that the change follows an earlier communication issued on March 16.

The party further confirmed that nomination exercises in other areas will proceed as scheduled on March 28.

These include Porro Ward in Samburu West Constituency, Samburu County, and Endo Ward in Marakwet East Constituency, Elgeyo Marakwet County.

UDA noted that all polling centres will be open from 7 am to 5 pm.

Party members have also been urged to continue applying for nominations through the UDA online portal, with registration set to close on Friday, March 20, 2026, at 5 pm.

The Independent Electoral and Boundaries Commission set May 14 as the date for the by-election in Emurua Dikirr constituency.

The announcement sets the stage for a high-stakes political contest to fill the seat left vacant by the death of long-serving MP Johanna Ng’eno.

Ng’eno, 53, died alongside five others when a helicopter they were travelling in crashed in Mosop on February 28.

The three-term legislator had represented the constituency since its creation in 2013, winning elections under three different party tickets.

The polls will be held in Porro ward, Samburu county and Endo in Elgeyo Marakwet county.

Speaker of the National Assembly Moses Wetang’ula formally notified IEBC of the vacancy on March 10, in line with constitutional and electoral laws.

The by-election is expected to attract intense political interest in the constituency, which has about 44,040 registered voters, hence the smallest of Narok county’s six constituencies.

The area, largely inhabited by members of the Kipsigis community, was carved out of Kilgoris constituency following the 2007 elections.

Political attention has also focused on Ng’eno’s family, with his widow Naiyanoi Ntutu emerging as a possible candidate after receiving backing from Kapkaon clan elders.

At the late MP’s funeral, his 91-year-old mother, Mary Temas, appealed to residents to allow the family to retain the seat, saying the leadership baton her son held “will remain in the family.”

The commission has appointed Caleb Siriba Gekonde as the returning officer for the constituency, assisted by Sylvia Jepchumba as the deputy returning officer. IEBC said the election would cost approximately Sh60 million.

IEBC warned that all political parties, candidates and supporters must adhere to the Electoral Code of Conduct, noting that election offences will attract penalties under the Election Offences Act.

According to the notice by IEBC chairperson Erastus Ethekon, political parties intending to participate must submit the names of candidates who will take part in party primaries by March 25, 2026, and indicate the dates of the nominations.

‘I’m not apologetic,’ President Ruto fires back at Opposition

President William Ruto has defended his latest outburst against opposition leaders, saying he is not apologetic and is ready to take them head-on.

Speaking on day three of his tour of the Western Kenya region, President Ruto said the opposition leaders started the personality politics and must be ready to face the music. 

President Ruto, on the third day of his tour of the Western Kenya region, traversed Busia, Kakamega and Bungoma counties, where he launched a rural electrification project, market construction, a 10,000 seater stadium, the Matayos-Nangina-Sio Port-Mubaka road and Nangina affordable housing project.

He picked up from where he left off on Tuesday, when he made his infamous bare-knuckle outburst targeted at opposition leaders. The President stated that he is not apologetic and is accusing the opposition of starting the downward spiral into personality politics.

“I am not apologetic… wao wenyewe ndio walisema wanataka personality politics..,” said Ruto.

The President, who revisited his remarks and accusations against opposition leaders, said he is ready to engage them on politics of development.

“Mimi niliwaambia wakuje na sera wamekataa… nikawaambia wakuje na agenda wamekataa… sasa agenda yao ni William Ruto… mimi niko tayari kupelekana na wao..,” he added.

Deputy President Kithure Kindiki, who was in Bomet County, came to the defence of his boss, telling the opposition to respect the President if they expect him to behave in a presidential manner.

“Mnataka Ruto eti akuwe presidential, I agree, but have you respected him as the president?” Kindiki posed.

The President, who was accompanied by National Assembly Speaker Moses Wetangula and other leaders from Western Kenya, exuded confidence that the development projects allocated to the region will transform the western belt and called on residents to board the two-term train.

“Hapa Kakamega tumesema ni two term… na sisi kama ODM tunakutana wiki ijayo kuidhinisha mwelekeo wetu na UDA…”

“Hapa magharibi hatutacheza na kura zetu sisi tumesema hatutacheza na karata ya patapotea…”
