NEMA Kenya in partnership with United Platform Solutions (UPS) develops the Kenya Online Continuous Emissions Monitoring System (KOCEMS)

NEMA Kenya in partnership with United Platform Solutions (UPS), has developed the Kenya Online Continuous Emissions Monitoring System (KOCEMS)—a landmark initiative that introduces a new era of digital environmental regulation and real-time pollution monitoring in Kenya.

KOCEMS was unveiled today in an event presided by the CS Environment, Climate Change and Forestry, Dr. Deborah Barasa, EGH accompanied by NEMA’s Mr. David Ong’are, Director Environmental Compliance representing the Director General.

While making her key note address, the CS stated that air pollution remains a major environmental and public health challenge across Africa, contributing to over 1.1 million premature deaths annually.

She underscored that the introduction of this system represents a major step in not only strengthening environmental compliance and enforcement but also supporting evidence based policy decision making which will enhance the protection of public health and the environment. The CS encouraged all regulated facilities to work closely with NEMA and the UPS to ensure the successful implementation of the program.

The statement by NEMA DG Dr. Mamo B. Mamo, EBS indicated that the initiative is anchored in Regulation 59 of the Environmental Management and Coordination (Air Quality) Regulations, 2024, which require regulated facilities to install a web-based Continuous Emission Monitoring System (CEMS) which shall transmit real time emissions data to the Authority.

Through the system, NEMA will have 24/7 real-time visibility into emissions from factories, power plants, cement plants, refineries, and other industrial facilities across the country.

The system uses AI-enabled analytics and IoT-based emissions sensors installed at industrial facilities to continuously track emissions data and transmit it to a centralized environmental monitoring platform.

The system will allow the Authority to measure and analyze real-time data on air, water and noise pollution throughout the country.

Sheff Wed to be docked 15 points if preferred bidder deal completed

Sheffield Wednesday will be handed a 15-point deduction for next season in League One if a deal with their new preferred bidder goes through.

Administrators have begun an exclusive period of negotiation with American private equity company Arise Capital Partners.

However, Arise’s offer would not meet the EFL’s requirement to repay creditors 25p in the pound, which would mean the Owls starting life back in League One with a significant handicap.

Dejphon Chansiri, their main creditor, is understood to have loaned the club £60m in more than a decade as owner, and must be paid back £15m of that if the Owls are to avoid a points loss.

New investors were sought after a proposed £47.8m deal led by former professional poker player James Bord collapsed.

A consortium led by David and Michael Storch and Tom Costin, who were one of three bidders back in December, have made a lower offer but it “represents the best available outcome currently achievable”, the administrators said in a statement., external

“Our focus remains unchanged – to secure a responsible sale of the club, protect its future and achieve the best possible outcome for creditors,” it added.

Former Newcastle owner Mike Ashley is also understood to have made a bid to buy the club.

Arise have put up a “substantial deposit” for the deal and evidence of funds to complete the takeover, including to cover the club’s losses for eight weeks, allowing them to continue trading.

The takeover is now subject to EFL scrutiny.

The club’s Supporters Trust welcomed the news, saying in a statement: “The Trust are grateful to David and Michael Storch and Tom Costin for meeting us.

“The meeting was very positive and we found them warm and engaging, passionate and interested.

“We look forward to working with them as owners of the club in the near future.”

But the deal would leave Wednesday with a significant task to return to the Championship at the first attempt, after they were relegated with 13 games to play.

The club will fulfil their remaining nine fixtures this season and all staff will continue to be paid.

“We are thrilled and excited to take this important step toward stewardship of this historic football club,” said Storch, managing partner of Arise.

“We are absolutely committed to delivering a brighter future for our fans and bringing joy back to Hillsborough.”

Redknapp’s Jukebox Man confirmed for Gold Cup

Harry Redknapp’s Jukebox Man has been confirmed to run in Friday’s Cheltenham Gold Cup – alongside 10 other horses.

The Redknapp-owned horse won the prestigious King George VI Chase at Kempton Park on 26 December and looks to match that result in the four-day festival’s feature race.

But returning and trying to win the race for a second consecutive year is the Gavin Cromwell-trained Inothewayurthinkin.

Irish trainer Willie Mullins will rely solely on Gaelic Warrior as he looks for a fifth victory.

Mullins’ number one jockey Paul Townend will be in the saddle – in a blow to Willie’s son Patrick, who rode him to victory at Aintree last year and second in the Irish Gold Cup when last seen.

Nicky Henderson’s Jango Baie, winner of last year’s Arkle Chase, will be ridden by Nico de Boinville.

Germans protest against Russia on Paralympic podium

German cross-country skiers turned their backs on the Russian gold medallists on the Winter Paralympics podium in protest against the nation’s inclusion at the Games.

For the first time since 2014, Russian athletes are competing under their nation’s flag at a Paralympics after the International Paralympic Committee lifted its suspension of the country in September.

Russia and its athletes had been banned following the state-sponsored doping scandal before further sanctions followed after its 2022 invasion of Ukraine.

On Tuesday, Anastasiia Bagiian and her guide Sergei Siniakin won gold in the women’s sprint classic vision impaired event, Russia’s second of three golds at the Games so far.

As the national anthem played, Germany’s Linn Kazmaier and her guide Florian Baumann, the silver medallists, turned their backs to the Russians.

Speaking to German outlet Bild,, external Kazmaier said: “The medal ceremony felt completely strange. I don’t know the [Russians], I don’t know if perhaps they also support the system in Russia as little as we do.

“Perhaps they are really nice people, who we could be friends with. That it is so totally overshadowed by politics is simply a complete shame.

“That’s why we decided to leave our hats on and not turn towards the flag, because we do not support it.”

In total, six Russian athletes and four from Belarus – an ally of Russia – are competing at the Milan-Cortina Winter Paralympics after the lifting of the IPC’s ban.

As a result, teams from seven countries – including Ukraine – boycotted Friday’s opening ceremony in Verona.

Para-alpine skier Varvara Voronchikhina won Russia’s first gold on Monday – her medal ceremony proceeded with no protest.

Bild also reported that Kazmaier and Baumann refused to be involved in the medallists’ selfie that takes place after every medal ceremony.

“Four years ago in Beijing we had a great exchange with the Ukrainians. We wanted to show solidarity to them,” said Baumann.

“It’s not about the Russian athletes, themselves. It’s also difficult for many of them, but the IPC’s decision to have Russia here under their flag, with their anthem and their full contingent in attendance, while the Ukrainians are also here, I find simply not correct.”

The IPC told BBC Sport it was aware of the protest and is gathering and analysing evidence on the matter.

The German Paralympic Committee has been contacted for comment.

How Tottenham Kinsky’s horror night unfolded before 17th-minute substitution

Tottenham replaced goalkeeper Antonin Kinsky in the 17th minute of their Champions League last-16 tie at Atletico Madrid after conceding three goals.

The Czech Republic international, 22, endured a nightmare start and interim boss Igor Tudor quickly replaced him with Guglielmo Vicario.

Italian Vicario has started the majority of Tottenham‘s games this season but was dropped for Tuesday’s first-leg tie in Madrid after being criticised for poor performances.

Vicario conceded five minutes after coming on as Atletico stormed into a 4-0 lead by the 22nd minute, before Pedro Porro reduced the deficit by half-time.

But Spurs face an almighty task to turn it around in the second leg on 18 March after losing 5-2.

Tottenham signed Kinsky from Slavia Prague in a deal worth about £12.5m in January 2025.

His first error – a slip – led to Marcos Llorente making it 1-0 in the sixth minute, before Antoine Griezmann added a second eight minutes later.

Kinsky, who last started a game in October – the second of two Carabao Cup games this season – was also at fault for Atletico’s third goal, gifting the ball straight to Julian Alvarez to finish easily in the 15th minute.

Kinsky had his head in his hands and was taken off less than two minutes later.

He was not acknowledged by Tudor before he headed down the tunnel.

BBC Sport’s chief football writer Phil McNulty, who was at the match, said he was not sure he had “ever witnessed anything quite like this” after Spurs’ series of mistakes was followed by Tudor’s decision to take Kinsky off.

BBC Sport’s Spanish football reporter Elizabeth Conway, also at the match, said Kinsky was shown support by team-mates Kevin Danso, Cristian Romero and Pedro Porro as he left the pitch.

Former Tottenham goalkeeper Paul Robinson, commentating on the game for BBC Radio 5 Live, said: “I have never seen that on a football pitch.

“It will be soul-destroying for Kinsky. I would not be surprised if he was in tears. It is a difficult thing to handle.

“It is selfish from the manager. He knows he will not be here for long.

“It is clearly for self-preservation and with no consideration for the young goalkeeper. The manager certainly has not helped his case.”

‘He has destroyed his career’

Romero walked over to speak with Tudor shortly before Kinsky was substituted.

Asked if Romero advised Tudor to substitute Kinsky, Tudor said: “My decision, of course.”

Asked if he deserved to continue in his role, Tudor said: “It is not a topic for me. It is not about my job. It is about how to help the team. It will be always be about that.

“I recognise what we are and which problems we have. I recognise that every game, something happens. Sometimes it is very difficult to explain.”

Former Premier League goalkeeper Peter Schmeichel told CBS Sports: “Tudor has completely destroyed his career. I feel really sorry for him.

“When his name is mentioned in the future, the whole football world will remember this moment.

“He needed to be supported, at least until half-time.”

Former Spurs and England goalkeeper Joe Hart told TNT Sports: “My heart is absolutely broken for him.

“He had a horrible 14 minutes – that slip and the third goal. I don’t know what to say. I am just heartbroken for the lad.

“This Tottenham team is all over the place.”

Former Spain and Manchester United goalkeeper David de Gea, who plays for Fiorentina, posted a message of support for Kinsky on social media.

“No-one who hasn’t been a goalkeeper can understand how difficult it is to play in this position,” De Gea wrote on X.

“Keep your head up and you will go again.”

Trump will welcome Iran at World Cup – Infantino

US President Donald Trump has said Iran are “welcome” to take part in this summer’s World Cup despite the countries being at war, according to Fifa president Gianni Infantino.

Posting on Instagram, Infantino said he met with Trump on Tuesday to discuss preparations for the tournament, which is being hosted by the US, Canada and Mexico and gets under way on 11 June.

Infantino said he and Trump “spoke about the current situation in Iran”.

Iran are scheduled to play three matches in the US, but their participation has been in doubt since the US and Israel launched strikes on the country this month, killing Supreme Leader Ayatollah Ali Khamenei.

Iran responded by launching missiles and drones towards Israel and four Gulf Arab countries which host US military bases – Bahrain, Kuwait, Qatar and the United Arab Emirates.

“During the discussions, President Trump reiterated that the Iranian team is, of course, welcome to compete in the tournament in the United States,” Infantino said.

“We all need an event like the Fifa World Cup to bring people together now more than ever, and I sincerely thank the president of the United States for his support, as it shows once again that football unites the world.”

Iran are due to face New Zealand and Belgium in Los Angeles on 15 and 21 June respectively and Egypt in Seattle on 26 June.

Trump last week told Politico, external “I really don’t care” if Iran play in the World Cup.

Following the outbreak of military action, Iran football federation president Mehdi Taj has been quoted as saying: “What is certain is that after these attacks, it’s hard to look at the World Cup with hope.”

Australia has granted six humanitarian visas to members of Iran’s women’s team over concerns about their safety.

The remaining Iran players left Australia on Tuesday after the team’s elimination from the AFC Asian Cup.

Australia’s Home Affairs Minister Tony Burke said seven people were granted asylum, but one woman later changed her mind and opted to return home.

Kenyans Must Come Out Now, We Cannot Wait – Governor Orengo Hints at Protests

Siaya Governor James Orengo, on Wednesday, March 11, declared that the time was ripe for Kenyans to reclaim their country from the Kenya Kwanza government, which he claimed was authoritarian.

Speaking during a parallel report on the implementation of the 10-point agenda by the Linda Mwananchi faction, Orengo stated that Kenyans should not wait any longer.

He claimed that the report presented by the Broad-based government was a fraud and termed it a wake-up call for Kenyans to take back their country.

The Governor reiterated that the country’s reclamation could not be through the Parliament or the Courts, which he stated were already usurped by the current regime.

“The hour has come, it is now and not 2027. This is the time to begin the process of bringing change to Kenya. I am prepared for this, and in my sleep, I am very comfortable in my mind that Kenyans must come out now, not tomorrow, not next week.

Governor James Orengo joins other Lindi Mwananchi politicians for the launch of their 10-Point Agenda Implementation Report on March 11.

“If it takes another six months, it will be more difficult, and I can tell you, when the people are united together, nothing can stop us from achieving our goals when we are together,” Orengo stated.

The Siaya County Chief added that Kenyans should go to the streets to demand election reforms if they wanted free and fair elections in 2027.

He declared that he did not trust President William Ruto or the Independent Electoral and Boundaries Commission (IEBC) to be transparent on the ballot.

“There is noway we can have free and fair elections until people come out en masse to determine what kind of election we will have. If you leave it to Kasongo, and from the way I see it from the constitution of IEBC, it will still be lamentations next year,” he stated.

However, Orengo noted that his first priority was to rescue the ODM party from State capture.

“I appeal to you that in the first phase of the struggle, we must recapture ODM. After reclaiming it from the State Capture, the second stage is to begin organising because the ceasefire is over,” he stated.

The Linda Mwananchi Faction termed the implementation report by the government as ’10-Point Lies’ and awarded a score of 1 out of 10.

The faction explained that the regression witnessed over the implementation periods would have amounted to a negative score.

LBDA Claims Kisumu Hotel Linked To Irungu Nyakera Had Ksh25M Rent Arrears

The Lake Basin Development Authority (LBDA) has issued a statement addressing a legal dispute with Fairways Hospitality Kisumu Limited, accusing the firm of manipulating the judicial system to evade more than KSh25 million in rent arrears.

In a statement released on Wednesday, March 11, the agency claimed that Fairways Hospitality Kisumu Limited, linked to Irungu Nyakera, has exploited the court system to frustrate the recovery of funds while continuing to occupy the property unlawfully.

According to LBDA, the dispute centres on a debt that has risen to more than KSh25.9 million following a history of default and breached settlement agreements.

The commercial relationship between the two parties was governed by a 2019 lease agreement, but LBDA said the tenant later fell into significant arrears, prompting the signing of a consent agreement on June 3, 2025.

Under the agreement, Fairways Hospitality admitted owing KSh27,431,473 and committed to a structured repayment plan.

However, LBDA claims the tenant failed to honour the agreement and has not paid any current rent since May 2025.

“The consent provided terms for payment of the rent then outstanding and the default provisions thereto. Despite this formal acknowledgement, Fairways systematically breached the repayment terms and failed to honour the repayment plan,” the statement read.

“Fairways has failed to pay any current rent from May 2025 to date, with total outstanding arrears now exceeding KSh25,900,000.”

According to LBDA, the legal battle intensified in early 2026, with the authority accusing the company of moving through multiple levels of the judiciary to stall eviction and the recovery of rent through distress.

On February 12, 2026, the High Court in Kisumu dismissed an injunction application filed by Fairways, ruling that LBDA had a contractual right to recover the arrears.

The authority further alleged that on the same day, the company sought ex parte orders from a Magistrate’s Court without disclosing the High Court’s dismissal.

LBDA also claimed that similar tactics were used at the Business Premises Rent Tribunal (BPRT) on February 25, 2026.

“LBDA wishes to highlight Fairways’ calculated misuse of the judicial system to frustrate the lawful recovery of rent. When LBDA commenced lawful distress for rent, Fairways rushed to the High Court at Kisumu in HCC E028 of 2025, obtaining ex parte status quo orders,” the authority said.

“On February 12, 2026, upon hearing the parties, the High Court dismissed Fairways’ motion for an injunction, expressly affirming LBDA’s contractual right to levy distress for rent to recoup arrears before the debt became impossible to recover. The orders granted by the High Court have not been set aside, appealed, reviewed or stayed.”

LBDA maintained that the lease was terminated on February 12, 2026, and that the tenant is currently a trespasser.

Furthermore, the Lake Basin Development Authority (LBDA) stated that it has no direct contractual relationship with Irungu Nyakera and condemned alleged threats involving firearms at the premises.

“The LBDA has no known relationship with any party called Irungu Nyakera, as the previous agreement was with an institution called Fairways Hospitality Kisumu Limited. We call upon the police to immediately initiate investigations into the actions of the said party, who has made declarations that he is ready to shoot anyone at the premises and who has confirmed that he fired two shots despite having no right to the property.

“The Authority remains committed to recovering every shilling of taxpayer money and will continue to pursue all legal avenues as per the orders of the court and the lease agreement already terminated,” the statement further read.

On Wednesday morning, Nyakera allegedly fired warning shots at the LBDA property after goons stormed Fairways Hotel, Kisumu.

In a separate statement, Nyakera claimed that more than 100 goons attacked his hotel, damaged property, and injured staff members.

The former Principal Secretary (PS), who was at the hotel at the time, said he pursued the attackers after hearing the commotion and fired two warning shots into the air to scare them away.

“At 5:00 am today, over 100 goons attacked my hotel in Kisumu, damaging property and injuring our staff, including tying up the security lady. Upon hearing the commotion, I quickly went after them, shooting twice in the air as they fled,” he said.

Following the incident, Nyakera claimed he called the Officer Commanding Station (OCS) seeking backup, but officers did not arrive.

The Democracy for the Citizens Party (DCP) politician said he later sent the OCS a message warning that he would shoot anyone who stepped onto his property.

“I called the OCS and asked for backup, but an hour later, when no backup was forthcoming, I sent him a message that I intended to shoot anyone stepping onto my property. I hope he shared the message in their security WhatsApp group,” he alleged.

Screenshot

Nyakera also claimed that a similar incident occurred weeks earlier when alleged goons, accompanied by the landlord, stormed the premises, carted away merchandise, and locked them out of their own property.

He further alleged that a senior government official had instructed that he should not be a tenant in a government building because he is in the opposition.

Nyakera said he took over the premises in 2019 and holds a 50-year lease on the property, claiming that he has invested more than KSh235 million in the hotel.

“I took over these premises as a shell in 2019 and have invested over KSh235 million, as per court records. I hold a 50-year lease on this property. If he indeed wants to take over the property, let him come, we do a valuation, and I sell it to him,” he said.

Gov’t Issues Notice Amid Rising Waters at Karimenu II Dam

The Athi Water Works Development Agency has announced that Karimenu II Dam in Kiambu County has reached full capacity and has started spilling.

In a notice on Wednesday, March 11, the agency explained that the dam is designed to safely release excess water while continuing to operate normally.

“Karimenu II Dam is full and spilling. The dam uses a Labyrinth Weir, which allows controlled spillage even at full capacity, ensuring safety for downstream users,” the notice read.

Athi Water Works also warned residents living near rivers and downstream areas to remain cautious as the excess water flows through the system.

“We urge everyone to exercise caution and avoid riverbanks to ensure safety,” the notice added.

The agency highlighted the importance of the dam in supplying water to several towns and parts of the Nairobi metropolitan area.

“The dam currently holds 22.6 Billion litres of water and supplies over 70 million litres of clean water per day to Ruiru, Juja, Gatundu, Kiambu, Githurai and Nairobi,” the notice further read.
