‘Sack Disloyal Employees’ – Wajackoyah Urges Kakamega Governor Barasa

Roots Party leader George Wajackoyah has advised Kakamega Governor Fernandes Barasa to sack all the disloyal members of his cabinet.

While addressing a crowd on Saturday, July 29, 2023, the former presidential aspirant claimed that a section of the members of Barasa’s cabinet were disloyal and had shifted their allegiance to the governor’s arch-rival.

He also claimed that the members that needed to be eliminated after the end of ther contract and replaced by faithful members. Barasa is yet to respond to Wajackoyah’s claims.

“Those ministers disloyal to Barasa, (they) pretend to be on Barasa’s side during the day and at night are on the other, we are quite aware of you, I recommend that you sack them after the 2-year contract, and employ people who are faithful towards your course,” he stated.

Adding: “Those who are honest should remain, if I am President you must be loyal to me, if you are not loyal to my government I will sack you. I don’t want betrayers.”

Barasa’s cabinet was unveiled on Wednesday, November 9, 2023, in a function held at the county headquarters.

The governor stated that the cabinet would assist his administration in progressing his development agenda for the Kakamega people.

“Kakamega County Governor H.E. FCPA Fernandes Barasa has today, Wednesday 9th November 2022, nominated for appointment officers that will assist him in steering his development agenda for the people of Kakamega County to ensure effective and efficient service delivery,” a statement by the county read in parts.

Azimio Disowns ‘Joint Statement’ From Kenya Kwanza

The Azimio la Umoja coalition has dismissed a statement released by National Assembly majority leader Kimani Ichung’wah with alleged details on consultations made to resolve the standoff between government and opposition.

There has been a standoff over among others the high cost of living and Finance Act 2023.

Ichung’wah on Saturday claimed that the decision was made amicably between Kenya Kwanza and the Azimio coalitions and that they agreed to establish a 10-member committee with each side having 5 representatives.

“Four members from outside parliament 2 from each side, the Leaders of Majority and Minority from the National Assembly, 4 additional Members of Parliament 2 from each side,” read part of the statement.

He added the talks would revolve around the reconstitution of IEBC, implementation of two thirds gender rule, entrenchment of the Constituency Development Fund, establishment and the entrenchment of the Office of the Leader of the Opposition and embedment of the Office of Prime Cabinet Secretary.

In a rebuttal, the Azimio coalition denied taking part in the purported dialogue, terming Ichung’wah’s statement as one-sided and lies.

They instead stated that the only statement they approve of is the one announcing that the parties have reached a consensus to allow talks set to be mediated by former Nigerian president Olusegun Obasanjo.

Ichung’wah never mentioned the role Obasanjo played.

“It should be noted that in our statement that was released before KK’s, Azimio is yet to table its substantive issues. The Coalition reiterates its foundational principles and values of always placing the interests of the people at the center of any political conversation,” read Azimio’s statement in part.

The statement was in reaction to Ichung’wah’s.

Azimio further affirmed that their four-point agenda remains as is, contesting the cost of living, electoral audit and reforms, non-interference in coalitions and their constituent parties and probe into police brutality that has claimed dozens of innocent lives.

“Cognizant of the crisis of living bedeviling the nation with many Kenyans under the pump, our coalition cannot at the very least even countenance a conversation involving establishment of positions not contemplated by our constitution,” said Azimio.

“We owe it to Kenyans to engage honestly, transparently and guided by utmost good faith to find lasting solutions to the crisis in the country.”

The statement was also flagged by Azimio principles Narc-Kenya party leader Martha Karua and Wiper party leader Kalonzo Musyoka.

Evidently, the alleged joint statement was only signed by Ichung’wah, with Minority leader Opiyo Wandayi yet to append his signature.

It emerged Azimio leader Raila Odinga and President William Ruto met in Mombasa in the presence of Obasanjo.

This has irked some of Ruto’s supporters who are opposed to any form of meetings with the opposition.

Man Utd In Reported Deal For Hojlund, Ten Hag Tight-Lipped

Manchester United have reportedly agreed a deal worth an initial £64 million to sign Atalanta striker Rasmus Hojlund.

The Denmark international is the third major arrival at Old Trafford during the summer transfer window after the signings of midfielder Mason Mount and goalkeeper Andre Onana.

United are understood to have agreed a fee of £64 million ($82 million) for Hojlund, with a further £8 million in add-ons.

The 20-year-old is reported to have agreed terms on a five-year deal with the option of a further season.

Hojlund joined Atalanta in August 2022 from Austrian club Sturm Graz for a reported 17 million euros. He scored nine goals in 32 appearances in Serie A last season.

United manager Erik ten Hag was tight-lipped about the reports when asked by reporters on Saturday ahead of Sunday’s friendly against Borussia Dortmund in Las Vegas.

“I can’t talk about the player who is still under contract (with) another club,” said the Dutchman.

Ten Hag said however that he hoped Mount and Onana would be joined by a new forward, as he tries to get United back in contention at the top of the table.

“With this squad, we built a foundation last season…now we have to find the right players to fit in and who can help to raise the bar. I think we succeeded with Andre Onana, we succeeded with Mason Mount and now we are looking for a striker,” he said.

The Red Devils finished third in the Premier League but scored just 58 goals – 36 fewer than champions Manchester City.

Ten Hag urged his English forward Marcus Rashford to step up his game.

Rashford, who prefers to play wide on the left, scored 17 goals in 35 Premier League appearances last season and had 30 goals in 56 in all competitions.

“Also for Rashy, we expect to raise the bar. He had a good season, but that doesn’t give guarantees for another great season. So everything has to be right. First, his base, his foundation, attitude, lifestyle, etc. Giving every training his best, but also to work on his game and work on the way he plays for himself but in the team.

“So what we are looking for is goals and Rashy, at this moment, he proved he has a very good goalscoring record. But also for him, he wants to make the next step and score more goals in the last season,” he said.

United face Wolves at home in their opening Premier League fixture on August 14.

Sanctions On The Cards As West African Leaders Discuss Niger

West African leaders will meet Sunday in the Nigerian capital Abuja for an “extraordinary summit” on Niger, scene of the latest military coup to hit the Sahel region, with the possibility of sanctions on the cards.

The country’s elected president Mohamed Bazoum has been held by the military for four days, and General Abdourahamane Tiani, the chief of the powerful presidential guard, has declared himself leader.

Former colonial ruler France and the European Union have suspended security cooperation and financial aid to Niger, and it remains to be seen whether the Economic Community of West African Nations (ECOWAS) will do the same.

“ECOWAS and the international community would do everything to defend democracy and ensure democratic governance continues to take firm root in the region,” said Bola Tinubu, president of Nigeria and ECOWAS chairman, in a statement Friday.

The body has the power to impose sanctions on Niger, which is one of its 15 members.

Ahead of Sunday’s gathering, US Secretary of State Antony Blinken spoke with Tinubu to convey his “deep concern” over the situation in Niger, and “underscored his support for President Tinubu’s continued efforts to restore constitutional order” there.

Niger’s neighbours Mali and Burkina Faso have both undergone two military coups since 2020, fuelled by anger at a failure to quash long-running insurgencies by jihadists linked to the Islamic State group and Al-Qaeda.

Tiani said the putsch was a response to “the degradation of the security situation” linked to jihadist bloodshed as well as corruption and economic woes.

– Turbulent political history –

After a wave of condemnation for the coup, punitive measures have already begun.

France — which has 1,500 soldiers in Niger — said Saturday it was suspending development aid and budgetary support to the west African nation, one of the world’s poorest countries.

It called for “an immediate return to constitutional order” and Bazoum’s reinstatement.

European Union diplomatic chief Josep Borrell meanwhile said the bloc would not recognise the putschists, and announced the indefinite suspension of security cooperation with Niger with immediate effect as well as budgetary aid.

Borrell said the EU was ready to support future decisions taken by ECOWAS, “including the adoption of sanctions”, echoing a statement by France’s foreign minister.

The African Union has given the military two weeks to restore “constitutional authority”.

It condemned the coup in “the strongest terms possible” and expressed deep concern over the “alarming resurgence” of military overthrows in Africa.

The United States — which has about 1,000 troops in Niger — has offered Bazoum Washington’s steadfast support and warned those detaining him that they were “threatening years of successful cooperation and hundreds of millions of dollars of assistance”.

Landlocked Niger often ranks last in the UN’s Human Development Index, despite vast deposits of uranium. It has had a turbulent political history since gaining independence in 1960, with four coups as well as numerous other attempts — including two previously against Bazoum.

Three Ukrainian Drones Downed Over Moscow: Russia Defence Ministry

Three Ukrainian drones were downed over Moscow early Sunday, Russia’s defence ministry said, in an attack that damaged two office towers and briefly shut an international airport.

While one of the drones was shot down on the city’s outskirts, two others were “suppressed by electronic warfare” and smashed into an office complex. No one was injured.

Moscow and its environs, lying about 500 kilometres (310 miles) from the Ukrainian border, had rarely been targeted during the conflict in Ukraine until several drone attacks this year.

The attack reported Sunday is the latest in a series of recent drone assaults — including on the Kremlin and Russian towns near the border with Ukraine — that Moscow has blamed on Kyiv.

The defence ministry called it an “attempted terrorist attack”.

“On the morning of July 30, the Kyiv regime’s attempted terrorist attack with unmanned aerial vehicles on objects in the city of Moscow was thwarted,” it said on Telegram.

“One Ukrainian UAV was destroyed in the air by air defence systems over the territory of the Odintsovo district of Moscow region.

“Two more drones were suppressed by electronic warfare and, having lost control, crashed on the territory of Moscow-City’s non-residential building complex.”

Moscow-City is a commercial development in the west of the capital.

Its mayor Sergei Sobyanin posted on Telegram that the “facades of two city office towers were slightly damaged”.

He added that there were “no victims or injured”.

Several windows had been blown out on the corner of the buildings, AFP photos showed, with mangled steel beams visible and documents strewn on the ground below.

Police officers had cordoned off the area.

 Airport briefly closed

The TASS state news agency reported that the capital’s Vnukovo airport was “closed for departures and arrivals, flights are redirected to other airports”.

Within less than an hour, operations appeared to have returned to normal.

Earlier this month, a volley of drone attacks briefly disrupted air traffic at the same airport, to the city’s southwest.

The attacks on Moscow come several weeks into a Ukrainian counter-offensive to claw back territory captured by Russia since large-scale hostilities erupted in February 2022.

Russia’s foreign ministry has said such attacks “would not be possible without the help provided to the Kyiv regime by the US and its NATO allies”.

On Friday Russia said it had intercepted two missiles over its southern Rostov region bordering Ukraine, with at least 16 people wounded by debris falling on the city of Taganrog.

Shortly after, it said it downed a second S-200 missile near the city of Azov, with debris falling in an unpopulated area.

On the other side of the border, a Russian strike killed two people in the southern city of Zaporizhzhia on Saturday, authorities there said.

And at least one civilian was killed in a missile attack on the northeastern city of Sumy, according to Ukrainian national police, who added that there were five injured.

According to public broadcaster Suspilne, the building was destroyed in an explosion at about 8:00 pm (1700 GMT).

In early July, a Russian drone attack hit an apartment building in the same city, killing three and wounding 21.

Ruto Launches Toyota Fortuner Local Assembly Line In Mombasa

President Ruto has launched the Toyota Fortuner local assembly line at the associated vehicle assembler.

President Ruto said his government is committed to expanding the contribution of manufacturing to Kenyan GDP from 7.2 percent to 15 percent and eventually to 20 percent by 2030.

“Among the intervention that we need to work on is one like what EVA is doing. To make sure that we create additional jobs, create additional income, build our economy around manufacturing…”

The facility according to the president was built at a cost of 120 million, with a capacity of 30,000 units is a vote of confidence in the Kenyan economy.

President Ruto said that the facility has proved that Kenya is a worth file investment destination that enjoys the confidence of major global businesses.

Further, President Ruto said the investment underscores the diversity of the Kenyan Economy which is primarily agro-based.

At the event attended by various foreign dignitaries and top government officials, leaders congratulated the president for extending his generosity to the coastal region.

During the event, Chief CS Musalia Mudavadi acknowledeged the tremendous partnership between Kenya and Japan. He urged Kenyans to realize that Kenya is the largest recipient of Japanese partnership support in Africa.

Nyali MP, Mohamed Ali took the podium to criticize Azimio la Umoja coalition’s contribution to support families who lost their loved ones during demonstrations.

He urged former President Uhuru and Raila to move across the Country condoling families who lost loved ones during the former regime.

Actions Taken By Ministry Of Health To Make Cancer Treatment Affordable

The Ministry of Health has proposed nine actions to make cancer treatment in the country more accessible and affordable.

Cabinet Secretary Susan Nakhumicha stated in her submissions to the Senate Health Committee that cancer is the third leading cause of death in the country after infectious and cardiovascular diseases, with 42,000 cases and 27,000 deaths each year.

“Although the criteria for national disaster declaration may be based on the magnitude of the problem, public safety or health concerns, and financial implications, the current prevalence is within the regional and global range,” she said.

Nakhumicha outlined nine steps the government has taken to address the cancer burden.

They include:

1. Budgetary allocation in the 2023/24 financial year for the establishment of Kisii Cancer Centre (Sh50 million with donor funding of Sh1.8 billion), regional cancer centres (Sh155 million) and National Cancer Institute (Sh200 million).

2. Launch of the third National Cancer Control Strategic Plan 2023-2027 to guide health sector response

3. Capacity build of 563 community health promoters on screening, awareness and referrals in 14 counties

4. Revision of NHIF Oncology Package to comprehensively cover cancer care and treatment

5. Decentralisation of cancer care and treatment to reduce costs

6. Conditional grant for a monthly supply of 23 basic/essential free cancer medicines at public cancer centres

7. Provision of certain medicines such as Glivec for free for those with NHOF cards

8. Establishment of a national cancer reference laboratory to scale up diagnosis

9. Public-Private Partnerships for the provision of cancer services at subsidised prices

Nakhumicha also stated that governors in the ten counties where regional cancer centres have been established have provided the necessary human resources to make them operational.

Meru, Embu, Nyeri, Nakuru, Mombasa, Garissa, Kisumu, Kakamega, Bomet, and Machakos are the ten counties.

The CS stated that her ministry is working with implementing partners at the county level to improve cancer screening and early detection.

CS Nakhumicha: Private Sector Dominates Doctors’ Employment With 62%

According to Health Cabinet Secretary Susan Nakhumicha, the private sector employs 62 percent of the country’s 14, 829 doctors.

Further, pursuant to the report submitted to the Senate Health Committee, Nakhumicha, only 3, 930 doctors are on the public sector payroll across the country.

“Our greatest challenge is the maldistribution of doctors, with 62 percent working in the private sector and 38 percent working in the public sector, with the majority in major urban areas,” the CS wrote in her report.

She also expressed concerns that medical specialists, owing to the unique nature of the required work environment, are mostly found in larger hospitals with certain unique facilities.

“The ministry together with the Council of Governors and other agencies are working on a framework for optimizing their training and utilization of medical specialists equitably,” she explained.

Nakhumicha was responding to a question from Nominated Senator Hamida Kibwana on the crisis of unemployed Kenyan doctors on February 23, 2023.

In the statement, the senator asked the government if there are any plans to address doctor unemployment in Kenya.

In accordance with the World Health Organisation, a workforce density of 23 health professionals per 10,000 population is recommended.

According to Dr. Nakhumicha, the density of doctors, nurses, and clinical officers per 10,000 people in Kenya has more than doubled, rising from 14.47 percent in 2006 to 30.14 percent in 2021.

“Cumulatively, big progress made Kenya among the leading countries in the region but still has a 32 percent gap to achieving the 4.45 per 1000 Sustainable Development Goal threshold index,” she stated.

KDF Advertises Recruitment Positions For August And September

The Ministry of Defence has announced new recruitments for the Kenya Defence Forces (KDF) in August and September 2023.

KDF is looking for General Service Officer (GSO) Cadets (Regular and Graduate degree holders), Specialist Officers, General Duty Recruits, Tradesmen/women, and Defence Forces Constables.

Candidates must be between the ages of 18 and 26 for GSO Cadets and General Duty Recruits, and not older than 30 for Specialist Officers and Tradesmen/women.

Chaplains/Imams must also be under the age of 39.

Candidates must meet the minimum physical requirements: Minimum height for men 1.60m (5ft 3in) and women 1.52m (5ft). The minimum weight for men is 54.55 kg and for women 50.00 Kg

“Female candidates must not be pregnant at the time of recruitment and during the entire duration of training. Candidates must be medically fit and skin must be healthy devoid of large or deep scars and tattoos,” the advert read.

It added that Specialist Officers and Tradesmen/women should have a minimum of two years of practising experience in their field of specialisation.

All interested candidates for Specialist Officers and Tradesmen/women vacancies must apply online.

The deadline for applications for these categories is August 20, 2023. Shortlisted candidates will be notified through the print media between September 17 to 24, 2023.

KDF recruiting teams consisting of the Kenya Army, the Kenya Air Force and the Kenya Navy will be visiting recruitment centres on various dates to recruit General Service Officer (GSO) Cadets, General Service Officer Cadets – Graduate degree holders, General Duty Recruits and Defence Forces Constabulary.

The ministry warned the public against engaging in malpractices with a view to ‘influence’ the recruitment process. It encouraged Kenyans to report any suspicious activities or characters to the nearest police station or military camp.

“Bribery and other acts of corruption are against the law and anyone suspected of being culpable of such will be arrested and prosecuted in a court of law. KDF recruitment is absolutely free to all,” the ministry stated.

Kenya Strikes Deal To Extend SGR To Uganda

Kenya and Uganda signed agreements that will see to it the Standard Gauge Railway (SGR) extended to Kampala.

Transport Cabinet Secretary Kipchumba Murkomen on Friday, July 28, announced that Kenya and Uganda have signed an agreement to extend the Standard Gauge Railway (SGR) to the neighboring country. 

The CS said the SGR, which currently connects Mombasa to Nairobi and onwards to Naivasha, will be extended to Malaba first through the joint agreement after which the government of Uganda will stretch it to Kampala.

Uganda Minister of Works and Transport Edward Katumba Wamala and his Kenya Roads and Transport counterpart Kipchumba Murkomen signed a bilateral agreement reaffirming their commitment to the development of the project.

According to the two governments, the development of SGR would result in efficiency and reduction of transportation costs for the benefit of the people in the region.

The railway will facilitate the transportation of fuel, currently carried out by trucks along the Mombasa-Nairobi-Kisumu Highway.

“The signing of this communique, saw the two countries commit to undertaking the SGR extension project as a regional project under the Northern Corridor Integration Projects Initiative.

“Uganda has committed to ensuring that SGR is extended to the border with Rwanda, South Sudan, and DRC Congo as soon as possible to further improve the viability and attractiveness of the financing of the SGR along the Northern Corridor,” read the statement in part.

Both Uganda and Kenya will seek financing for the multi-billion-dollar project.
