Court Grants State More Time to Conduct Mental Assessment in Mukuru Murder Case

By Andrew Kariuki

The High Court has granted the Director of Public Prosecutions (DPP) additional time to complete a mental assessment for police officer Godwin Mwashuke Mjomba, delaying plea taking in a murder case linked to a fatal shooting in Nairobi’s Mukuru area.

Mjomba is under investigation in connection with the death of Shukri Adan Ibrahim Issaka.

The matter came up before Justice Martin Muya at the Makadara High Court on Wednesday, February 25, 2026, where the prosecution sought more time to comply with court orders requiring a mental evaluation of the suspect before he can take plea.

The State informed the court that the assessment had not been conducted as earlier directed because of a backlog of cases at Kenyatta National Hospital (KNH), where such examinations are ordinarily carried out.

“My lord, we are hoping all the outstanding mental assessment reports will be done within the next seven days, and in the circumstances, I was praying for an extension of time so that the matter can be mentioned again formally at a later date,” the prosecution submitted.

The court heard that the Office of the DPP had already escalated the matter to ensure that the assessment is completed within a week to determine whether the suspect is fit to stand trial on murder charges.

Justice Muya, however, questioned the delay, asking why the accused had not been taken to alternative facilities such as Mathare National Teaching and Referral Hospital or any other hospital capable of conducting the assessment.

In response, the prosecution told the court that efforts were underway to explore other options, including Mama Lucy Hospital, noting that logistical challenges had affected the use of some facilities.

“We had a meeting with the person in charge of the remand home. We are also exploring whether we can take some of them to Mama Lucy for the same assessment. There is a bit of a logistic hitch when it comes to Mathare,” the prosecutor explained.

The State assured the court that it would complete all pending mental assessments within the next seven days.

“My lord, we undertake that we will have done it in the next one week; all the pending files will be worked on,” the prosecution added.

The case will now be mentioned at a later date to confirm whether the assessment has been completed and to give further directions on the plea taking.

India’s Modi visits Israel as US-Iran tensions mount

India’s Prime Minister Narendra Modi arrives in Israel on Wednesday for a two-day visit that both countries have cast as a chance to deepen relations, as regional concerns mount over the risk of military conflict between the United States and Iran.

Modi, a Hindu nationalist, became the first prime minister in India’s history to visit Israel in 2017, during which he and right-wing Prime Minister Benjamin Netanyahu took a barefoot stroll on a beach in the northern port city of Haifa.

Both still in power nearly nine years later, the two leaders, who describe one another as friends, are expected to hold talks on artificial intelligence as well as defence at a time when Israel is seeking to increase its military exports.

An Israeli government official said the visit would “pave the way for new partnerships and collaborations across many fields.” Bilateral ties were on the cusp of a significant upgrade, an Israeli foreign ministry official said.

Modi is expected to deliver remarks to Israel’s Knesset, or parliament, and lay a wreath at Yad Vashem, Israel’s official Holocaust memorial.

Trial of Ex-Police Officer Ahmed Rashid Delayed After Key Witnesses Fail to Testify

By Andrew Kariuki

The ongoing murder trial of former police officer Ahmed Rashid was on Thursday adjourned after two key prosecution witnesses failed to present crucial evidence before the High Court in Nairobi.

The case, which is being heard by Justice Diana Mochache, had been scheduled to proceed with testimony from an officer attached to the Communications Authority of Kenya.

The witness was expected to produce communication data allegedly linking Rashid to the fatal shooting of Jamal Mohammed and Mohammed Dahir Kheri in Eastleigh.

However, the prosecution told the court that the witness could not be reached despite being served with summons.

“Despite being served with summons to attend court today, the officer is not picking calls or responding to messages,” State Counsel Angela Fuchacha told the court, adding that the prosecution was unable to proceed without the testimony.

A second witness, a former chief armourer at Pangani Police Station, also failed to testify effectively after appearing in court without the firearms which were said to be key exhibits in the case.

The prosecution argued that the absence of the exhibits would significantly weaken their case.

“The armourer did not come with the firearms that are key exhibits in this matter.

Proceeding without the exhibits would render our case weak. We therefore seek an adjournment,” Fuchacha said.

The request for an adjournment was strongly opposed by defence counsel Danstan Omari, who accused the prosecution of deliberately delaying the proceedings.

“This is a tactical move to derail and prolong this trial,” Omari submitted.

“My client has been attending court diligently and the prosecution cannot continue to hold him hostage to their unpreparedness.”
Omari further argued that external influence by civil society organisations had contributed to the prolonged delays in the case.

After hearing submissions from both sides, Justice Mochache adjourned the matter and directed that the hearing will proceed on June 24 and 25, when the court is expected to take further evidence.

Ahmed Rashid, a former member of the Starehe Special Police Initiative and Vigilance Unit, commonly referred to as the “Pangani Six,” is facing murder charges in connection with the shooting of Jamal Mohammed and Mohammed Dahir Kheri.

The incident is said to have occurred on March 31, 2017, outside Amal Shopping Complex in Eastleigh, Nairobi.

The case has experienced multiple delays over the years, with the latest adjournment adding to concerns over the pace of the proceedings.

Ruto Orders TSC To Employ 4 Teachers Employed by Kangemi School Board After Pupil Pleas

President William Ruto has directed the Teachers Service Commission (TSC) to hire four teachers employed by the Kangemi Primary School board.

Speaking on Wednesday, February 25, Ruto made the announcement after the school president informed him of a teacher shortage, which forced the board to hire teachers to fill the gap.

“I told the president that the ratio of pupils to teachers is imbalanced. We have enough classrooms, but the pupils cannot manage alone without teachers,” the pupil stated.

The Head of State heeded the plea and assured that the school has enough teachers to tend to the 4,100 pupils.

“This January, we hired 20,000 teachers, and I know some of them will come to Kangemi Primary. The four teachers who are teaching in this school on BOM, tomorrow, we will transfer them to TSC so that we can add to the pool of teachers in the school,” Ruto stated.

The President was in the school to formally launch a new tuition block containing 16 classrooms.

Early last year, Ruto had visited the school and promised to construct 12 classrooms. The students have named the new block ‘Singapore’.

The Head of State reaffirmed his commitment to improve education in the country amid concerns that the system had failed.

“We have hired over 100,00 teachers, built 23,000 classrooms and improved the university funding model, and we have a plan to employ the youth,” he reiterated.

Ruto was accompanied by Nairobi Governor, Johnson Sakaja, who assured the pupils that he would continue providing lunch under the ‘Dishi na County’ school feeding programme.

On his part, Westlands Member of Parliament Tim Wanyonyi thanked the President for delivering the classrooms and called for further financial assistance to equip the school fully.

Other leaders present for the launch were Nairobi County Woman Representative Esther Passaris, Lang’ata MP Felix Jalang’o and Dagoretti North MP Beatrice Elachi.

This update comes a day after Huduma Kenya dismissed claims of an ongoing mass recruitment drive after a purported appointment letter began circulating online.

In a statement on Tuesday, February 24, Huduma Kenya clarified that the alleged appointment letter is fake and does not originate from the government service delivery agency.

“Huduma Kenya wishes to alert wananchi that a fraudulent appointment letter, which has been circulating online, is not authentic and should be disregarded,” the statement read.

Huduma Kenya maintained that any recruitment notices, updates, or public communication would only be shared through its recognized and verified platforms.

“All official Huduma Kenya communications are issued only through our verified channels, including our official website, Huduma Contact and Tele-Counselling Centre 1919, and verified social media accounts,” the statement added.

Huduma Kenya further urged Kenyans to exercise caution and verify the authenticity of any recruitment-related information before acting on it.

“We urge citizens to remain vigilant and to confirm any information directly with Huduma Kenya before taking action. Any suspicious documents should be reported immediately,” the statement concluded.

Kenya Met Warns of Heavy Rainfall and Storm Activity Across Nairobi Metropolis

The Kenya Meteorological Department has cautioned Nairobi residents about heavy rainfall on Wednesday and Thursday.

In a statement issued on Wednesday, February 25, Kenya Met explained that the areas within Nairobi will receive between heavy and very heavy rainfall.

The Weatherman told city residents to expect rainfall in the early morning hours and the afternoon.

“Rainfall is likely over several parts of the Nairobi Metropolis. Some areas may experience heavy (>20mm) to very heavy (>50mm) rainfall within 24 hours, accompanied by isolated storms, especially during the afternoon, evening, and early morning hours,” the forecast read in part.

Kenya Met warned of possible flooding across the city as a result of the heavy rainfall.

“Residents should expect moderate to heavy rainfall, with a heightened risk of localised flooding and temporary disruptions, particularly in low-lying and poorly drained areas,” the agency stated.

The heavy rains experienced in Nairobi have caused traffic disruptions within the capital city as motorists navigate through flooded waters.

Several roads within the Central Business District have also been rendered impassable since the onset of the rainy season.

Motorists have also incurred loss after their vehicles were submerged by raging waters. The county and national governments have been implored the faulty drainage system in Nairobi.

Nairobi Governor Johnson Sakaja affirmed that the county was equipped to provide disaster management services to those affected by floods.

Sakaja further proposed the establishment of the Nairobi Disaster Management Authority (NDMA) for combating fires and emergencies.

If approved, a 24-hour emergency operations centre will be stablished to offer fast response and reduce risks associated with natural disasters within the county.

Detectives Recover 376kg Of Bhang In Nairobi And Makueni Drug Busts

Police recover 376 kilograms of bhang in Nairobi and Makueni, disrupting major trafficking routes. Two suspects arrested in coordinated anti-narcotics raids.

In a statement issued Wednesday, the National Police Service (NPS) said the operations were carried out on Tuesday, targeting traffickers involved in the transportation and storage of illicit drugs.

In Nairobi, undercover officers from the Regional Headquarters arrested a suspect found in possession of 268 rolls of bhang concealed inside a suitcase.

Preliminary investigations indicate the consignment is suspected to have originated from Busia County and was destined for Kitengela.

In a separate operation in Makueni County, a multi-agency security team raided a store in Kambu, Mtito Andei, recovering 108 kilograms of bhang believed to have been stored for distribution along the busy Nairobi–Mombasa highway corridor.

“Both suspects have been placed in custody, and the exhibits are being securely held at police stations pending processing and arraignment in court,” the NPS said.

The National Police Service reiterated its commitment to combating drug trafficking and protecting communities from the harmful effects of narcotics and illicit alcohol.

CS Mbadi Announces Tougher Regulations to Tame Predatory Digital Lenders

Treasury Cabinet Secretary John Mbadi has announced that digital lending apps face hefty fines and risk losing their licences for exploitative interest rates and harassment of Kenyans.

Appearing before the Senate on Wednesday, February 25, Mbadi disclosed that the government had increased the fine from Ksh500,000 to Ksh2 million for digital lenders who violate the Banking Act.

The CS issued his response after being pressed by the Senators, who demanded that the state protect Kenyans from lenders who impose high interest rates, violate data privacy, and institute brutal loan recovery measures.

“We have enhanced the penalty for violations and failure to comply with the provisions of the Banking Act and any other regulations and guidelines, from Ksh500,000 to Ksh 2 million shillings to be dissuasive and instil discipline among non-deposit-taking credit providers,” Mbadi stated.

However, the CS maintained that the responsibility of addressing concerns about violations of customers’ data lay within the jurisdiction of the Office of the Data Protection Commissioner.

Senator Moses Kajwang’ questioned Mbadi on what measures the government had taken on lenders whose interests on the loans were more than double the principal amount.

“The credit lenders need to have their pricing module approved to ensure they follow the duplum rule in accordance with Section 44 of the Banking Act,” the CS responded.

Mbadi further confirmed that the Ministry and the Central Bank of Kenya would clamp down on microfinances offering logbook loans at high interest rates.

“There are people who offer credit facilities and take logbooks with the sole objective of selling these assets because they know that their debt structure undermines the servicing of the loans. Now, they must operate within the law, and if they do not operate within thelaw, they can even have their licences revoked,” he reiterated.

The CS rejected a bid by the Senators to have the Ministry and the CBK institute laws to have standard lending rates in the banking sector.

He argued that it was nearly impossible to impose interest rates on the banks and that it would have a negative ripple effect on the economy.

“If we control interest rates, you discourage investment in your country, and you are making your country uncompetitive, and the credit rating of your country will go down.

Court Declines to Close File in KCB Refund Dispute as Kenyan Ambassador To Cuba Challenges Proof of Payment

By Andrew Kariuki

A Nairobi court has declined to close proceedings in a civil dispute involving the Kenya Commercial Bank (KCB) after the Kenyan ambassador to Cuba Evelyne Mwenda Karisa, who is the plaintiff, opposed the move, arguing that the respondent had failed to provide proof of an alleged refund.

The matter, Everlyne Mwenda Karisa vs Kenya Commercial Bank, came up for mention before Senior Principal Magistrate Lucy Njora for confirmation of settlement and closure of the file.

The respondent informed the court that the dispute had been settled, stating that a refund had been made to the plaintiff’s account.

However, counsel for the plaintiff, Lawyer Danstan Omari, opposed the closure of the file, telling the court that no documentary evidence had been produced to support the claim that the funds had been refunded.

The plaintiff maintains that a total of Ksh 779,603 remains in dispute, while the respondent claims to have refunded Ksh 413,728.

“The respondent has not placed before this Honourable Court any documentary proof to demonstrate that the alleged refund was made to our client’s account,” the counsel of the Plaintiff submitted.

The respondent has since filed a response dated January 27, 2026, maintaining that the partial refund had already been effected.

In light of the dispute over the alleged payment, the court declined to close the file and instead directed that the application be disposed of by way of written submissions.

Each party has been granted seven days to file and exchange their submissions.

The court is expected to deliver its ruling on March 20, 2026.
