Ombudsman Secures Sh508,914 for JKUAT Lecturer After Delay

The Commission on Administrative Justice has announced that Jomo Kenyatta University of Agriculture and Technology has settled outstanding payments owed to a lecturer after the Ombudsman intervened in a case involving prolonged delays.

In a statement on Friday, February 13, the commission said the resolution followed a complaint filed by a lecturer who had sought payment for years without success.

“The Jomo Kenyatta University of Agriculture and Technology (JKUAT) has finally settled outstanding dues owed to a lecturer following the intervention of the Commission in a case involving inordinate delay,” the statement read.

The commission explained that the lecturer had approached the Ombudsman after repeatedly seeking payment from the university over a long period without receiving feedback.

“The lecturer, Mr. A.O., lodged a complaint with the Commission alleging prolonged delay and lack of response by the University regarding payment of his dues. He stated that he had been teaching at the University for eight years and, despite making several requests for payment during that period, he had not received any response,” the statement added.

The complaint further detailed attempts by the lecturer to find alternative solutions, including asking that the unpaid amount be converted into tuition fees for family members studying at the institution, an option that was reportedly rejected by the university.

“Mr. A.O. further indicated that he had requested the University to allow him to convert the outstanding amount into tuition fees for some of his dependents enrolled at the institution, but the request was declined,” the statement continued.

The lecturer also expressed frustration over what he described as persistent silence from university officials, including during difficult personal circumstances.

“In his complaint to the Commission, he expressed frustration over the matter, stating that even during a period when his parents were ill and following the passing of his mother, the University’s finance department failed to respond to his requests. He questioned who was responsible for processing the payment and decried the manner in which he had been treated,” the statement further read.

Following receipt of the complaint, the Ombudsman launched formal inquiries with the university’s leadership. 

The commission said the first communication went unanswered, leading it to escalate the matter with reminder notices.

“Upon receiving the complaint, the Commission initiated inquiries with the Vice-Chancellor of JKUAT. The initial inquiry did not receive a response, prompting the Commission to issue two reminders to the Vice-Chancellor,” the statement noted.

The university later confirmed that payment had been processed, bringing the matter to a close and ending the lecturer’s long wait for settlement.

“In its communication, the University indicated that a sum of Ksh508,914 had been disbursed to Mr. A.O. as part-time payment, constituting full settlement of the outstanding dues owed to him,” the statement concluded.

Winnie Odinga Addresses Divisions Within ODM Party

East African Legislative Assembly (EALA) Member of Parliament Winnie Odinga has weighed in on the ongoing wrangles within the ODM party.

In a statement on Thursday, February 12, Winnie said the dispute within the party is not about the leaders but about the party’s core values.

She emphasized that the ODM party was founded on sacrifice and commitment to the people, not as a political vehicle of convenience.

“Today, this fight in ODM is not about individual leaders; it is about the soul, virtues, and values of ODM.

“I have said this over and over again, ODM is not a special purpose vehicle (SPV),” said the EALA MP.

Winnie recalled the controversial swearing-in of the late Raila Odinga in 2018 said the decision was influenced by the will of the people.

“He (Raila) had trepidations; he did not want any more harm done to his people, but the people told him that they wanted his swearing in.

“He accepted what the people were saying, and he went on that stage because he was prepared to die for his people,” she stated.

The EALA MP went on to say ODM leaders who have not fought for the people are not fit to speak on behalf of the party.

Winnie argued that sacrifice is a key qualifier for leadership within the ODM party.

“If you didn’t put your life on the line for the people when they risked their own lives, then you are not fit to speak on behalf of the people of ODM because you simply don’t understand their sacrifice,” she stated.

Further, the EALA lawmaker said ODM represents more than a political organization, adding that the party believes in and listens to its members.

“ODM and what Baba fought for is not a joke. It’s not a footnote in history. It is not paying people to wear party colors and chant, ODM is not that simple.

“ODM believes in its people. It believes in its members, and ODM listens to its people,” she concluded.

This comes the ODM National Executive Council (NEC) dismissed Edwin Sifuna as Secretary General.

The Nairobi Senator was kicked out following a meeting that was chaired by ODM party leader Oburu Oginga.

However, Sifuna moved to the Political Parties Disputes Tribunal (PPDT) and secured orders temporarily blocking his ouster from the position.

“That pending the hearing and determination of this instant application, inter partes, this Honourable Tribunal hereby issues orders staying the implementation of the Resolution made by the National Executive Committee of the Orange Democratic Movement Party on 11th February, 2026 to remove Edwin Sifuna as the Secretary General of the Party,” the ruling read.

The Tribunal also restrained the parties involved from proceeding with the publication of the contested resolution in the Kenya Gazette.

37-Year-Old Foreign National Arrested At JKIA Over Fraud

A 37-year-old foreign national has been arrested at Jomo Kenyatta International Airport (JKIA) in connection with an alleged fraud case. 

In a statement on Thursday, February 12, the Kenya Police Service said the suspect was intercepted by authorities aboard a Kenya Airways flight.

“A 37-year-old dual citizen of Somalia and Australia has been arrested at Jomo Kenyatta International Airport in connection with fraud. The suspect, Ige Nasa, was intercepted at Terminal 1A upon arrival from Australia via Johannesburg aboard a Kenya Airways Flight,” the statement read.

Police explained that the arrest was triggered by an immigration alert that had been issued earlier, linking the suspect to an ongoing criminal investigation.

“He was flagged by an active immigration control alert issued on 30th January 2026, linked to a case of Obtaining Money by False Pretenses,” the statement added.

Authorities said the suspect was processed at the airport police station before being transferred to the Directorate of Criminal Investigations (DCI) to allow detectives to continue with investigations.

Elsewhere, DCI detectives arrested and arraigned a suspected cybercriminal accused of masterminding a fraud scheme that cost a leading microfinance institution over Ksh11.4 million.

In a statement on Wednesday, February 11, the DCI revealed that the suspect allegedly exploited system vulnerabilities, executed dozens of concealed transactions, and attempted to erase his digital footprints.

“Detectives from the Banking Fraud Investigation Unit (BFIU) have arrested and arraigned cyberfraudster Seth Mwabe Okwanyo, aka Seth Onyango Odhiambo, for orchestrating a fraudulent scheme that siphoned off Ksh11.4 million from a leading microfinance institution,” the statement read.

According to the investigative agency, the case was triggered by a formal complaint from the affected financial institution, which flagged suspicious activity within its systems.

“This action follows a formal complaint lodged by the Microfinance institution, detailing a shocking incident that occurred on July 16, 2025. On that day, a total of thirty-eight (38) fraudulent transactions were executed through the institution’s system, resulting in a loss of Ksh11,410,165. These transactions circumvented the company’s internal visibility and control measures, raising serious concerns about security breaches,” the statement added.

The DCI stated that once the complaint was filed, a specialized team from the Banking Fraud Investigation Unit launched forensic investigations to trace the anomaly and identify those responsible.

“Dedicated investigators immediately sprang into action, uncovering that these thirty-eight transactions were absent from the microfinance institution records yet were flagged as successful to the recipients. This discrepancy indicated that the hackers had deliberately erased both system and database logs to cover their tracks,” the statement continued.

The suspect was presented in court, where he faced a raft of charges related to cybercrime and financial fraud.

“In court, Seth faced multiple serious charges, including Unauthorised Access to a Computer System, Computer Fraud, and Money Laundering. He entered a plea of not guilty to all twenty counts. The court granted him bail, allowing his release on a bond of Ksh1,500,000 or a cash bail of Ksh500,000,” the statement concluded.

The case is slated for mention on March 3, 2026, as authorities continue with their investigations.

Police Announce Closure of Major Nairobi Roads Ahead of HSBC SVNS 2 at Nyayo Stadium

The Kenya Police Service (KPS) has announced traffic disruption during the HSBC SVNS 2 tournament scheduled for Saturday, February 14, 2026, and Sunday, February 15, 2026. 

In a notice on Friday, February 13, KPS said the temporary road closures are meant to facilitate easy movement in and out of the Nyayo Stadium, where the rugby tournament will be held.

KPS said the Aerodrome Road will be completely closed, while Mombasa Road will be partially closed.

“As you prepare to enjoy the HSBC SVNS2 this weekend at Nyayo National Stadium, please be advised that the following measures have been taken to guarantee smooth traffic flow during the event: Aerodrome Road: Will be completely closed. Mombasa Road: Will be partially closed,” read the statement in part.

The service called on motorists plying the two roads to follow instructions from traffic police officers who will be on site.

KPS also urged motorists to use alternative routes to avoid delays in getting to their destinations.

“Motorists are urged to follow instructions from traffic officers on-site and use alternative routes where possible to avoid delays,” KPS added.

Sports Cabinet Secretary Salim Mvurya on Thursday said the HBSC rugby tournament in Nairobi has attracted 12 elite international teams from 11 countries.

The women’s category will feature Kenya, Brazil, South Africa, China, Argentina, and Spain, while the men’s competition brings together Kenya, Germany, the USA, Uruguay, Canada, and Belgium.

“Our national teams, the Kenya Sevens Shujaa and the Kenya Lionesses, stand ready to compete with passion and pride, building on Kenya’s remarkable legacy of multiple Africa Sevens titles and consistent podium finishes on the World Rugby Sevens Series, achievements that firmly affirm Kenya as a continental champion and a rising global powerhouse in rugby,” Mvurya said.

The Sport CS also called on Kenyans to come out in numbers to cheer the Kenya Shujaas and Lionesses during the tournament.

“Let us come out in our numbers, in true Kenyan style, and cheer on our heroes; the Kenya Sevens Shujaa and the Kenya Lionesses,” CS Mvurya added.

Eugene Wamalwa invites Sifuna, 2 Other ODM politicians to join DAP-K

Former Cabinet Secretary Eugene Wamalwa has invited embattled ODM Secretary General Edwin Sifuna, Saboti MP Caleb Amisi, and Vihiga Senator Godfrey Osostsi to join the DAP-K party.

In an update on Friday, February 13, Wamalwa said the three leaders are welcome in DAP-K if they are kicked out of the ODM party for standing on their principles.

The DAP-K party leader said he stands in solidarity with Sifuna, Amisi, and Osotsi amid pressure within the ODM party.

“We stand in solidarity with our brothers Edwin Sifuna, Caleb Amisi, and Godfrey Osotsi in their trials and tribulations at the ODM Party.

“We welcome them home to DAP-K if they are sacrificed and rendered political IDPs for standing by their principles and saying one term,” said Wamalwa.

This comes after the ODM National Executive Council (NEC) kicked out Senator Sifuna from the Secretary General position and replaced him with Catherine Omanyo.

Sifuna was removed from the position following a meeting that was chaired by ODM party leader Oburu Oginga.

However, he moved to the Political Parties Disputes Tribunal (PPDT) and secured orders temporarily blocking his ouster from the position.

In the ruling, PPDT also restrained the parties involved from proceeding with the publication of the contested resolution in the Kenya Gazette.

“That pending the hearing and determination of this instant application, inter partes, this Honourable Tribunal hereby issues orders staying the implementation of the Resolution made by the National Executive Committee of the Orange Democratic Movement Party on 11th February, 2026 to remove Edwin Sifuna as the Secretary General of the Party,” the ruling read.

On the other hand, Amisi was removed from the ODM NEC over illegally holding two party positions.

Speaking on Wednesday, February 11, Amisi said he received a letter from NEC notifying him of his removal from the committee.

“The reason they say they are removing me is that I hold two positions. They claim that I am a county chair and at the same time I am the deputy organizing secretary,” he said.

The ODM lawmaker went on to claim that his removal from the ODM NEC was not procedural.

Amisi said the committee should have met and reached a unanimous decision to remove him as a member, adding that he should have been given a right of reply.

Audit Exposes Nearly 1 Million Ghost Learners, Saves KSh 912M

The government saved Sh912 million in capitation payments to would-be ghost students in public primary and secondary schools during the third term of 2025.

The payments were avoided after a nationwide forensic audit, launched on September 1, 2025, by the Ministry of Education, uncovered a scheme in which some school heads and principals had inflated enrolments on the National Education Management Information System (NEMIS).

The ministry allocates capitation for free primary, junior, secondary, and special needs education strictly based on learner numbers recorded in NEMIS.

Speaking while releasing the audit report on Thursday evening, Education Cabinet Secretary Julius Ogamba said the audit found discrepancies between NEMIS data and the enrolment figures submitted by school heads.

The majority of unauthenticated learner records were in public primary schools, where NEMIS showed 5,833,175 learners, but the verification exercise found only 4,947,271.

This meant the government had been paying capitation for 885,904 non-existent pupils.

The audit also identified 87,730 inflated enrolments in secondary schools, bringing the total number of ghost learners to 973,634.

“The total amount spent and we were able to retain because of this verification exercise amounted to Sh912 million, and this is inclusive across the board,” Ogamba said at the ministry headquarters, Jogoo House, Nairobi.

The withheld funds include allocations for 10 secondary and 17 primary schools that were non-operational due to insecurity, lack of learners, community relocation, or administrative closure.

These schools had not been reported to the ministry and continued to appear in NEMIS.

Ogamba attributed the discrepancies to school administrators and subcounty directors of education. He said inaccurate data entry and weak oversight arose from failure to correct or report inconsistencies promptly.

EACC probes Ksh.5M spending on Vihiga County Speaker’s housewarming party

The Ethics and Anti-Corruption Commission (EACC) is investigating an alleged misuse of public funds amounting to Ksh.5 million, reportedly spent on a lavish housewarming party at the residence of the Vihiga County Assembly Speaker.

In a letter addressed to the Clerk of the Vihiga County Assembly, dated February 12, 2026, the EACC requested the urgent submission of documents and information to facilitate the probe. 

The commission asked for original or certified copies of requisitions from the user department, approved budgets for the financial year 2023/2024 or any other relevant period, procurement documents, payment records, and any other relevant materials related to the event.

“Please endeavour to provide the documents by 13th February, 2026. Our officers Brian Shigoli and Kevin Lagat, or any other authorised EACC officer, will be available to receive the requested documents and information,” EACC Regional Manager for Central Nyanza Abraham Kemboi stated in the letter.

President Trump to meet elite troops who captured Venezuela’s Maduro

US President Donald Trump will meet on Friday with the special forces soldiers who captured Venezuelan leader Nicolas Maduro in a deadly raid in Caracas in January.

First Lady Melania Trump will accompany her husband for the trip to greet the troops at the Fort Bragg military base in North Carolina, the White House said.

The stunning operation saw US forces swoop in by helicopter under cover of darkness and seize Maduro and his wife Cilia Flores from a highly secured compound in the Venezuelan capital on January 3.

Eighty-three people were killed and more than 112 people were injured in the assault, which began with US bombing raids on Venezuelan military targets, Venezuelan officials said.

No US service members were killed.

White House Press Secretary Karoline Leavitt said Trump and the first lady would “meet with military families and the heroic members of our special forces who carried out the successful ‘Operation Absolute Resolve’ in Venezuela and helped bring narco-terrorist Nicolas Maduro to justice.”

Maduro is currently in detention in the United States facing charges of drug trafficking and other crimes, to which he has pleaded not guilty. His next court hearing is scheduled for March 17 in New York.

Trump approved former vice president Delcy Rodriguez to replace her deposed boss Maduro on the condition that she comply with his demands on access to oil and on easing state repression.

The US president has repeatedly hailed the Maduro operation as an example of his country’s military might as he asserts Washington’s right to dominate its backyard.

In a rally in Iowa in January, Trump hailed the “spectacular” operation by a “group of unbelievable talented patriotic people that love our country. You couldn’t hold them back.”

Trump has also spoken about a secret weapon he dubbed the “discombobulator” that was used to disable Venezuelan equipment — and potentially personnel.

“I’m not allowed to talk about it,” Trump said in an interview last week with NBC News. “But let me just tell you, you know what it does? None of their equipment works, that’s what it does.

“Everything was discombobulated.”

Former Arsenal player Partey faces two more rape charges

Former Arsenal midfielder Thomas Partey was charged with two additional counts of rape on February 12, 2026, involving a fourth alleged victim. The new charges relate to incidents said to have occurred in 2020 and follow a fresh investigation by the Metropolitan Police.

Partey now stands accused of sexual offences against four women. Two counts of rape (alleged 2020 incidents).
Five counts of rape and one count of sexual assault (alleged 2021–2022 incidents), to which he pleaded not guilty in September 2025.

His legal team maintains that he “continues to deny all charges” and has cooperated fully with authorities.

On March 13, 2026, he is scheduled to appear at Westminster Magistrates’ Court for an initial hearing on the two newest charges.
On November 2, 2026 is the trial date set for the original six counts at Southwark Crown Court.

Senior US health official Oz invited Epstein to Valentine’s Day party, documents show

Dr Mehmet Oz, President Donald Trump’s administrator of the US Centres for Medicare and Medicaid Services, emailed an invitation to a Valentine’s Day party in 2016 to convicted sex offender Jeffrey Epstein, US Justice Department documents show.

The Justice Department has released millions of Epstein-related files over the past few weeks to comply with an act of Congress passed on a bipartisan basis. The files have revealed new details of Epstein’s ties to prominent people in politics, finance, business and academia.

Oz, formerly a celebrity physician on TV, sent the invite almost a decade after Epstein’s first sex crime charges became public in July 2006. The financier died by suicide in 2019, awaiting trial on sex trafficking charges.

The email, dated 1 February 2016, and addressed from Oz and his wife to Epstein, has a subject line reading “Mehmet and Liza Oz’s Valentine’s Day Celebration” and contains a link to a digital invite.

He is not accused of any wrongdoing in relation to the Epstein scandal.

The Department of Health and Human Services did not respond to a request for comment.

Oz appears several more times in the files, including an email sent from an account under his name to Epstein on 1 January 2016, that has the subject line “Dr oz.” The body of the message is completely redacted.

Dean Ornish, founder of the nonprofit Preventive Medicine Research Institute, invited Epstein to an event he organized in 2014 that featured Oz as a speaker, but it appears Epstein was unable to attend.

Oz’s name also appears in a list of people described as “updated yes list for tomorrow evening” in a 2012 email from an unknown woman with the subject line “Sunday, Dec. 9th Les Mis.”

Oz, 65, gained national prominence as a cardiothoracic surgeon and television personality, hosting “The Dr Oz Show” for over a decade, where he dispensed medical advice.
