Government: We Are Not Shutting Down The Internet

The government has assured Kenyans of access to the internet and the media before, during, and after the August General Elections.

Information, communication and technology (ICT) Cabinet Secretary Joe Mucheru says the government has no intention of shutting down the internet, or blocking media access.

“We are not shutting down the internet. We enjoy a democratic space and we assure you that there will be no internet shutdown,” Mr Mucheru told a Kenya Editors Guild Breakfast meeting in Nairobi on Wednesday. 

He claims that the government has also taken every precaution to ensure that Kenyans are not duped by “fake tallies.”

“We assure you that if there are any fake tallies, they are going to be dealt with. Security in our country is paramount and ensuring so is having a clear communication method,” Mr Mucheru said.

The Independent Electoral and Boundaries Commission (IEBC) has allowed political parties, candidates, and the media to tally and tabulate their own results, but has warned them against making any declarations, which are constitutionally reserved for the elections commission.

Safaricom, the country’s largest mobile network operator, said it had put measures in place to ensure election results were transmitted on time.

The telco’s CEO stated that the company had implemented a network freeze, which means that no network maintenance would be performed to ensure the network’s smooth operation.

“We have now instituted a network freeze. This means that there are no new products and no one is going to do work to maintain the network unless there is an emergency. This is to avoid any interruptions or an outage in the network,” Mr Ndegwa said.

The Safaricom CEO insisted that the company’s network was foolproof.

“We take our role seriously. The same way you trust us that your M-Pesa will not be swapped is the same way you should trust that we will not interfere with the contents of the information transmitted by the IEBC,” Mr Ndegwa said. 

“It is our responsibility to find credible results to deliver to the public and also identify those who are pushing the wrong ones and unmask them,” said Editors Guild president Churchill Otieno.

CS Tobiko Calls For Funding To Sustain Bee Keepers In Nasaru Olosho

Keriako Tobiko has urged NETFUND and KWTA to provide the communities with training and assistance in marketing their honey.

Speaking during a visit to the Nasaru Olosho Conservancy, the Cabinet Secretary for Environment and Forestry, urged the community to finish the management plan so they could apply for funding for projects.

The Bee Queens of Nasaru Olosho, is a women’s group that launched a nature-based enterprise with the aim of protecting the important pollinators while making a living by selling honey.

They are working in collaboration with 16 other groups that make up the Conservancy, each with an average of 25 members.

Tobiko also urged the community to live in harmony with wildlife to maintain the health of the ecosystem.

He urged better community education on the advantages of conservation efforts and environmental adaptation measures.

To end poverty in vulnerable communities, a number of donors, including the Adaptation Fund, GEF implemented by NEMA, KEFRI, KFS, and NEC, have joined forces to provide avenues to improve the community.

In order to create a system that permits coexistence with wildlife inside the protected area, pastoralist farmers have agreed to merge their individual ranches in Nasaru-Olosho. The area is tucked along the verdant rolling Chyulu hills in the southern Kenyan wildlife corridor next to the Amboseli National Park.

China To Hold Live Military Drills Near Taiwan

US House Speaker Nancy Pelosi landed in Taiwan Tuesday night (local), marking a significant show of diplomatic support for Taiwan despite China???s threats of retaliation over the visit.

Within minutes of US House Speaker Nancy Pelosi landing in Taiwan on Tuesday night, China said it would immediately begin “a series of joint military operations around the island,” including using long-range live ammunition in the Taiwan Strait.

An announcement from the People’s Liberation Army Eastern Theater Command said beginning Tuesday night a series of exercises would be held on the sea and in the air surrounding Taiwan, the self-governed island that China says is its sovereign territory.

“This action is a solemn deterrent against the recent major escalation of the negative actions of the United States on the Taiwan issue, and a serious warning to the ‘Taiwan independence’ forces seeking ‘independence,'” Col. Shi Yi, spokesman for the Eastern Theater Command, said in a statement.

US House Speaker Nancy Pelosi landed in Taiwan Tuesday night local time, in a significant show of support for Taiwan that comes despite China’s threats of retaliation over the visit.

The Eastern Theater is one of the five joint commands of the People’s Liberation Army (PLA) with jurisdiction over China’s eastern coastal provinces of Fujian and Zhejiang, which sit opposite and above Taiwan.

China’s Defense Ministry said the PLA was “on high alert and will launch a series of targeted military operations to counteract the situation, resolutely defend national sovereignty and territorial integrity, and resolutely thwart the interference of external forces and ‘Taiwan independence’ secessionist schemes.”

In an unusual move, Chinese state media posted on Twitter a map showing six areas around Taiwan where it said the PLA would conduct drills, including live-fire exercises from Thursday through Sunday.

The announcements came after a US Air Force plane carrying Pelosi landed in Taiwan’s capital of Taipei, marking the first time a US House speaker has visited Taiwan in 25 years.

China did not specify what the exercises would entail or what units would be involved.

The PLA has been active with exercises around the region in the days leading up to the Pelosi visit. It typically stages drills at this time of year to mark Army Day, the founding of the PLA.

Pelosi and the congressional delegation that accompanied her said in a statement that the visit “honors America’s unwavering commitment to supporting Taiwan’s vibrant democracy.”

“Our discussions with Taiwan’s leadership will focus on reaffirming our support for our partner and on promoting our shared interests, including advancing a free and open Indo-Pacific region,” the statement said.

Uhuru Holds Meeting With Gusii Leaders

President Uhuru Kenyatta is meeting Abagusii community leaders today (Wednesday) at Kisii State Lodge in Kisii County, accompanied by Interior Cabinet Secretary Fred Matiang’i and Governors James Ongwae (Kisii) and Amos Nyaribo (Nyamira).

The Head of State and the Abagusii leaders are expected to talk about a variety of topics, including the progress of Government development projects and the region’s political choices in next week’s elections.

Meanwhile, the president will also later inaugurate the National Defence University-Kenya (NDU-K) at the Kenya Military Academy, Lanet, Nakuru County.

The College acquired full university status after being awarded a University Charter by the Head of State in May last year.

US Sanctions President Putin’s Reputive Girlfriend

The US Treasury Department on Tuesday sanctioned Russian President Vladimir Putin’s reputed girlfriend as part of a series of measures targeting Russian elites in the Biden administration’s latest attempt to punish the Kremlin for its ongoing war in Ukraine.

Alina Maratovna Kabaeva, who has been romantically linked to the Russian leader, was sanctioned “for being or having been a leader, official, senior executive officer, or member of the board of directors of the Government of the Russian Federation,” a Treasury Department statement said.

That statement describes the 39-year-old Kabaeva as having “a close relationship to Putin.”

She is a former member of the State Duma “and is the current head of the National Media Group, a pro-Kremlin empire of television, radio, and print organizations.”

In April, the Wall Street Journal reported that sanctioning Kabaeva was under consideration by the US, but there was concern that such a move would inflame tensions given her close proximity to Putin.

Kabaeva was previously sanctioned by the European Union and the United Kingdom.

In addition to Kabaeva, the Treasury Department announced sanctions against a number of other oligarchs, a major steel production company and two of its subsidiaries as well as a financial institution accused of running a sanctions evasion operation and its general director.

Separately, US Secretary of State Antony Blinken announced sanctions on three oligarchs, a Russian state-owned company overseen by the Ministry of Transportation, “four individuals and one entity illegitimately operating in Ukraine’s territory in collaboration with Russia,” and 24 Russian defense and technology-related entities.

The US is also imposing visa restrictions on 893 Russian Federation officials and “31 foreign government officials who have acted to support Russia’s purported annexation of the Crimea region of Ukraine and thereby threatened or violated Ukraine’s sovereignty,” Blinken said.

Many of the designations announced by the US target oligarchs who were previously sanctioned by allies like the United Kingdom, Australia, Canada and the European Union.

They come as the war in Ukraine has entered its sixth month

“As innocent people suffer from Russia’s illegal war of aggression, Putin’s allies have enriched themselves and funded opulent lifestyles,” Treasury Secretary Janet Yellen said in a statement.

“The Treasury Department will use every tool at our disposal to make sure that Russian elites and the Kremlin’s enablers are held accountable for their complicity in a war that has cost countless lives.”

The oligarchs sanctioned by the State Department Tuesday are Andrey Igorevich Melnichenko, Alexander Anatolevich Ponomarenko, and Dmitry Aleksandrovich Pumpyanskiy.

The yacht AXIOMA was identified as blocked property in which Pumpyanskiy has an interest, the State Department said in a fact sheet.

According to that fact sheet, Ponomarenko “is an oligarch with close ties to other oligarchs and the construction of Vladimir Putin’s seaside palace” who has previously been sanctioned by the UK, EU, Canada, Australia and New Zealand.

Among the oligarchs sanctioned by the Treasury Department Tuesday is Andrey Grigoryevich Guryev, the Russian billionaire founder of the chemical company “PhosAgro” and former government official described by the Treasury as “a known close associate” of Putin.

He is also sanctioned by the UK, and according to the US Treasury, he “owns the Witanhurst estate, which is the second largest estate in London after Buckingham Palace.”

The Treasury Department on Tuesday identified the yacht Alfa Nero, reportedly owned by AG Guryev, as blocked property.

AG Guryev’s son, Andrey Andreevich Guryev, was also sanctioned by the US Tuesday, after previously being sanctioned by Australia, Canada, the European Union, Switzerland, and the UK, as was his investment firm Dzhi AI Invest OOO.

Natalya Valeryevna Popova was sanctioned “for operating or having operated in the technology sector of the Russian Federation economy, and for being or having been a leader, official, senior executive officer, or member of the board of directors of LLC VEB Ventures,” which is a sanctioned entity.

She was also sanctioned for being the wife of Kirill Aleksandrovich Dmitriev, the CEO of the Russian Direct Investment Fund (RDIF). Both he and the RDIF were sanctioned in the days following the start of the war.

The Joint Stock Company Promising Industrial and Infrastructure Technologies, “a financial institution owned by the Russian Federal Agency for State Property Management,” and its General Director Anton Sergeevich Urusov were sanctioned Tuesday in relation to alleged sanctions evasion.

According to the Treasury Department, “JSC PPIT attempted to facilitate the circumvention of sanctions imposed on the Russian Direct Investment Fund (RDIF).”

The Treasury Department sanctioned Publichnoe Aktsionernoe Obschestvo Magnitogorskiy Metallurgicheskiy Kombinat (MMK), described as “one of the world’s largest steel producers,” the chairman of its board of directors Viktor Filippovich Rashnikov — who has also been sanctioned by Australia, Canada, the EU, Switzerland, and the UK — and two of MMK’s subsidiaries.

“MMK is one of Russia’s largest taxpayers, providing a substantial source of revenue to the Government of the Russian Federation,” the Treasury Department said.

The agency has authorized a wind-down period for transactions with MMK and one of its subsidiaries.

Petitioner Asks Court To Block Gachagua, 13 Others Over Graft

A case has been filed before  the high court seeking that 13 lawmakers, including Kenya Kwanza’s vice presidential running mate Rigathi Gachagua, be disqualified from running in the elections scheduled for next week due to integrity concerns.

MPs John Waluke (Sirisia- Jubilee), Samuel Arama (Nakuru Town West- Jubilee), Oscar Sudi (Kapseret- UDA), and Okoth Obado are also on the list (Migori)

The petitioners seek the court to decide whether Gachagua is qualified to occupy any public position in light of a recent High Court judgement ordering him to forfeit Ksh 202 million to the government for fraud.

“That a mandatory injunction be issued compelling the IEBC and the EACC to investigate whether Gachagua meets the moral, ethical, leadership, and intergity provisions envisaged under Article 99(2)(b) and chapter six of the constitution to be registered and or gazetted as candidate for the position of Deputy President of the Republic of Kenya,” the Petitioners request.

They also urge the IEBC and EACC to submit their findings and determination to the court by Thursday, August 9, 2022.
The activists further want the matter refered to the Chief Justice Martha Koome to appoint a three Judge bench to hear and determine the suit.

They also want the judges assigned to hear and determine the petition should exclude Judges Antony Mrima, David Majanja, Chacha Mwita, Mugure Thande and Eunice Ngetich on the basis that they have already dealt with.

Mudavadi Tells Off Uhuru Visit: Too Late

Musalia Mudavadi, leader of the Amani National Congress, has chastised President Uhuru Kenyatta for his visit to western Kenya.

Mudavadi said in a statement on Wednesday that the region will not fall for the head of state’s ruse of visiting the region with ‘goodies.’

“Mr President, your visit to western in the final week of your tenure, with purported goodies is a ploy the people of the region will not buy,” he said.

According to the Kenya Kwanza co-principal, the region is not on the President’s priority list.

He went on to say that it was in this region that some Western leaders decided to back his deputy, William Ruto.

“It’s clear the region has been at the bottom of your priority list and therefore the region’s resolve to vote for William Ruto is cemented!”

Mudavadi’s remarks come a day after President Uhuru Kenyatta toured a section of the western region to inaugurate completed projects undertaken by his government.

The President also made time to campaign for his preferred successor, Raila Odinga, the presidential candidate of Azimio la Umoja.

At least eight universities have received charters from Uhuru, including two from the western region: Kaimosi Friends University in Vihiga and Alupe University in Busia. The drill was held at the Kakamega State Lodge.

He also granted charters to Tom Mboya University (Homa Bay), Tharaka University (Tharaka Nithi), Lukenya University (Makueni), Zetech University (Kiambu), Kiriri Women’s University of Science and Technology (Nairobi), and the East African University (Kajiado).

The President also announced a Sh500 million bailout of Nzoia Sugar Factory to compensate farmers and workers for arrears.

Uhuru has directed Agriculture Cabinet Secretary Peter Munya to ensure that the Sh450 million owed to farmers is credited to their bank accounts, while the Sh50 million owed to factory workers is paid by Friday this week.

Speaker Pelosi Meets Taiwan President Amid China Fury

US Speaker Nancy Pelosi has met Taiwan President Tsai Ing-wen in a visit that has been strongly condemned by China. 

Ms Pelosi, the most senior US politician in 25 years to visit Taiwan, said her delegation had come to make it “unequivocally clear” that the US would not “abandon” the island.

China had earlier said the US would “pay the price” for Ms Pelosi’s visit. 

Taiwan is self-ruled, but China sees it as a breakaway province that will eventually unite with it.

“Forty three years ago, America made a promise to always stand with Taiwan… today our delegation came to Taiwan to make it unequivocally clear we will not abandon our commitment to Taiwan,” Ms Pelosi said, referring to the Taiwan Relations Act. 

Taiwan has become yet another flashpoint amid heightened tensions and sharp rhetoric between Washington and Beijing in recent years, with the US walking a diplomatic tightrope on the issue.

The US abides by the “One China” policy – a cornerstone of the two countries’ diplomatic relationship which recognises only one Chinese government – and has formal ties with Beijing and not Taiwan. But it also maintains a “robust unofficial” relationship with the island. That includes selling weapons for Taiwan to defend itself. 

Ms Pelosi’s visit is viewed by Beijing as yet another sign of support for Taiwan. 

However, the White House has been opposed the visit, and President Joe Biden had said the military assessed it as “not a good idea”.

In her meeting with Ms Tsai at the presidential office, Ms Pelosi called Taiwan an “inspiration to all freedom-loving people”, saying: “The world faces a choice between democracy and autocracy. America’s decision to preserve democracy here in Taiwan remains iron-clad.”

Ms Tsai similarly praised the partnership between both places, saying Taiwan remained a “trustworthy and reliable partner of the US”.

She added that Taiwan was “facing deliberately heightened military threats”, adding that it “would not back down and that Taiwan will do whatever it takes to strengthen its self-defence capabilities”.

Ms Pelosi is expected to meet a group of human rights activists later on Wednesday. 

She had earlier met with Taiwan Deputy Speaker of Parliament Tsai Chi-Chang.

CFK Africa Expands Community Health Programs To 25 Informal Settlements

CFK Africa, a nonprofit organization with offices in Kenya and the U.S., is using a participatory model to expand its successful programs from Kibera into 25 additional informal settlements in eight of the 47 counties across Kenya.

In 2021, after marking its 20th anniversary of transformative initiatives in Kibera, an informal settlement in Nairobi, Kenya’s capital city, CFK began the process of expanding into five more informal settlements in Nairobi County and twenty others across seven additional counties, namely Kajiado, Kiambu, Kilifi, Kisumu, Machakos, Mombasa, and Nakuru.

The expansion was driven by the nonprofit’s model of participatory development, which empowers community members to participate in the development and implementation of CFK’s programs.

Ultimately, the responsibility for change, if it is to be sustainable, must be taken on by the targeted communities.  

“The decision to scale CFK Africa’s interventions isn’t merely about reproducing conventional, large-scale development interventions,” said CFK Executive Director Hillary Omala. “It is a carefully considered decision based on the organization’s success and ability to lead the replication of effective, data-driven initiatives that would transform lives in informal settlements.”

CFK’s five-year strategic plan (2022-2026) will focus on improving public health and economic prosperity in informal settlements in the eight counties with the highest concentration of informal settlements.

The interventions will directly impact 1.5 million residents of informal settlements and indirectly affect 10 million through primary healthcare and education and livelihoods initiatives.  

CFK will expand primary healthcare interventions with the goal of reducing morbidity and mortality from preventable illnesses among vulnerable populations in Kenyan informal settlements.

In addition, CFK is also expanding its education and livelihoods initiatives, seeking to promote an environment where every child in informal settlements will have access to quality formal education and, subsequently, acquire tools and skills for developing economic resilience.

Earlier this year, the organization awarded high school scholarships to more than 70 students who were selected across all of CFK’s target counties.       

“The first wealth is health, they say,” added Omala. “Once people have the resources needed to improve their health, they also need opportunities to learn and grow and the chance to build community leadership skills. Communities need to actively and sustainably access resources so they can help break the cycle of poverty and develop innovative solutions to the social and economic challenges they face.”

87 Hospitalized Over India Gas Leak

At least 87 women have been hospitalised after a gas leak at an apparel manufacturing plant in India, local media reports said Wednesday.

The workers complained of nausea and vomiting at a plant in the Atchyutapuram district of the southern state of Andhra Pradesh on Tuesday night.

No deaths had been reported and the situation was under control on Wednesday, broadcaster India Today said.

The hospitalisations follow a similar accident in June when around 200 women fell unconscious after a gas leak in the same area, broadcaster NDTV reported.

In 2020, at least five people were killed and hundreds were hospitalised after a gas leak at a chemical plant in Visakhapatnam, an industrial port city in the same state.

In 1984, India witnessed one of its worst industrial disasters in history when gas leaked from a pesticide plant in Bhopal, a city in central India.

Around 3,500 people living around the plant operated by Union Carbide died in the days that followed the leak. People continue to suffer the effects of it to this day.

Children are still born disfigured, with webbed feet and hands, and stunted growth because of the gas that affected their mothers.
